VPU Context:
The East Asia and Pacific Region (EAP) and the EAP Regional Infrastructure Department (IEADR).
The EAP region serves 22 client countries with a total population of about 2 billion. Clients range from large IBRD countries such as China, Indonesia, Vietnam and the Philippines; to smaller IDA countries (or IDA/IBRD blend countries) such as Cambodia, Laos, Mongolia, several Pacific Island states, Papua New Guinea and Timor-Leste. The EAP region presents a dramatic illustration of the global dynamics, opportunities and risks of the 21st century. EAP has made spectacular progress towards achieving the WBG's twin goals, eliminating extreme poverty and boosting shared prosperity - extreme poverty declined faster than any other region and the income of the bottom 40 percent increased substantially. Such a rapid transformation has made EAP one of the most dynamic regions in the world. However, it also faces significant challenges such as managing the largest shift in rural-to-urban population in human history, coping with rising inequality, addressing large infrastructure gaps, dealing with climate change, and building human capital.
The EAP Infrastructure Department (IEADR) is responsible for project lending and policy advisory work in the energy, transport and urban related climate action and private capital mobilization space for the EAP Region. The department presently comprises an energy and extractives unit (IEAE1), a transport unit (IEAT1) and two Urban units (IEAU1 and IEAU2).

The EAP Energy Unit (IEAE1) supports clients in the region in addressing diverse energy sector challenges, including sector reform, utility efficiency and restructuring, renewable energy, energy efficiency, energy access, and regional integration. In particular, since the region represents a substantial portion of global greenhouse gas emissions and coal consumption, the engagement focuses on expanding access to clean and mordern enegy services, facilitating energy transition and cross-border power trade in the region while meeting rising energy demand to sustain economic development.

Energy Competencies
The Bank looks for a qualified GF Energy Specialist to assist the teams in a complex sector dialogue and management of Bank's ongoing lending portfolio and ASA programs primarily focusing on the Northern Pacific, Cambodia and Thailand. The candidate will be the core member and support energy engagements in above countries, particularly for the project preparation and implementation. The successful candidate will report to the EAP Energy PM, who is based in Singapore, and work in coordination with other EAP energy colleagues.
Duties and accountabilities:
• Support region's lending operations in Northern Pacific, Cambodia and Thailand: As a core member of the Task Teams, contribute, lead or co-lead activities for the energy sector projects in Northern Pacific Island Countries, including technical assistance and supervision of implementation of the on-going energy sector projects in the Republic of Marshall Islands (RMI) and Federated of Micronesia (FSM), preparation and associated regional-, sector- and project-level analytical work for lending operations in Cambodia, preparation and implementation of RAS in Thailand, and potentially worked as assigned for other countries in the EAP region. The candidate will support key energy engagements of Bank's lending operation, particularly the preparation of the Cambodia Sustainable Energy Transition Project, and the implementation of the Renewable Energy Generation and Access Increase Project in RMI and Access and Renewable Increase for Sustainable Energy Project in FSM. It includes but not limited to: (i) Leading on the economic and financial analysis of investment projects; (ii) Developing cost-recovery financial models for power utilities; (iii) providing inputs and drafting project documentations including PCN, PAD, TF proposals and GFRs; (iv) Acting as the focal point to coordinate with HQ-based staff to comply and monitor corporate commitments (i.e. climate co-benefit/GHG emission counting, gender, etc.); (v) Contributing to mission Aide Memories and prepare Implementation Supervision Reports (ISRs); (vi) monitoring, coordinating and managing progress and quality of consultants' work and tracking overall progress of projects preparation and implementation, including M&E, and identify issues requiring management attention; (vii) Organizing/Participating in preparation and supervision missions, key project workshops, training and other events; (viii) Preparing sector and project briefing as needed by senior management.
• Contribute, lead/co-lead analytical work at the country and regional level: As a core member of the task teams, the candidate will contribute, lead/co-lead several critical analytical work (ASAs) that directly inform or enable the region's lending pipeline, particularly contributing to (i) the Power System Planning (PSP) model and energy sector deep-dives of CCDR work in Malaysia, Thailand and Timor-Leste; (ii) development and preparation of the Thailand Reimbursable Advisory Services (RAS)-II program; (iii) Energy and Extractives Programmatic Advisory Services and Analytics in Papua New Guinea and Pacific Island Countries.
• Trust Fund management and donor coordination: Be the ESMAP regional coordinator for EAP, the candidate will lead development and management of the EAP's TF pipeline and portfolio. In addition to the ESMAP coordination for the energy sector, the consultant will also lead the ESMAP TF coordination for non-energy sectors and coordinate with various donors in HQ for fundraising. It includes but not limited to: (i) Overseeing an active regional ESMAP portfolio and lead the strategic alignment between ESMAP grants and EAP energy pipeline; (ii) Advising the Practice Manager and task teams in sourcing ESMAP TF, implementing ESMAP's new playbook, allocation criteria and day-to-day grant management; (iii) Fundraising for grants from ESMAP global windows and other TFs sources that directly inform or enable the energy pipeline or strategic ASAs; (iv) Fostering collaboration and knowledge sharing with internal peers and external clients; (v) Review of new grant proposals and modification request (i.e. extension, additional financing, etc); (vi) coordinating with task teams and managing the progress and results reporting to ESMAP internal and external reporting; (vii) other ad-hoc activities, for example, enhancement and quality review of all TF proposals (ESMAP and beyond), monitoring the Grant Management System (GMS) and Activities & Results Dashboards; External evaluation, including coordination of regional/country case studies; Donor-led reviews and evaluation of ESMAP regional program
• Support and manage administrative work, associated with implementation of Bank-supported energy programs, which may include preparation of terms of references, consultant hiring, documentation filing and disseminating, mission schedule coordination, coordination of meetings and site visit and consultations with local communities, progress updating and reporting, etc. Support the Unit in the development of annual work plans, progress reporting, and responses to routine inquiries from clients, donors, NGOs etc. on Bank energy activities.
• Carry out other ad-hoc tasks as requested by the Energy PM, the Senior Operations Officer, and/or other energy colleagues, which may include preparation of briefings, organization of workshops and seminars, supporting dissemination and outreach efforts, development of portfolio summaries, support key knowledge exchange events, coordinating publication of unit reports, etc.

Selection Criteria
• Master's or Ph.D. degree in a relevant field/discipline such as energy, engineering, energy and environment, economics, finance, social sciences, public policy, or equivalent;
• A minimum of 5 years of relevant professional experience in the energy sector.
• Strong technical expertise in Power sector economics, Financial modeling and Power system planning. Sector knowledge, operational experience and track records in managing ESMAP coordination, ASA and lending operations in targeted countries peculiarly the northern pacific island countries are preferred.
• Deep understanding to the bank's lending operations and analytical works across regions - with Fragile, Conflict, and Violence (FCV) countries experience is a plus
• Ability to work under tight deadlines, manage multi-task requirements with a high degree of proactivity and minimal supervision.
• Excellent interpersonal and communications skills, with a proven track record of team work, effective communication, building/maintaining strong partnerships with clients and colleagues across units in a multi-cultural environment with virtual teams located in different countries.
• Willing to travel as the position may require.
• Fluence and efficiency in English language, both oral and written
