VACANCY

The City of Pomona has an exciting opportunity for a Utility System Technician to join the Water Resources team. This position, under general supervision, will perform journey level electrical, electronic, programmable logic controller (PLC) programming, and telemetry work in the repair, alteration, construction, installation, and maintenance of systems and equipment at City-owned water utility facilities; and will design, install, maintain, and repair electrical systems for wells, boosters, treatment plants, transfer valves, buildings, and remote telemetry units.

This position has an excellent benefits package that includes a 4/10 work schedule with Fridays off and medical, dental, and vision coverage. In addition, the City of Pomona offers Water Certification Pay. Qualifying employees in this position who hold a certificate which surpasses the minimum certificate requirements of the job classification will receive additional payment after education verification.   • A 4% raise on October 1, 2025.

MINIMUM QUALIFICATIONS TO APPLY
Any combination equivalent of experience and training that would provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:

Education and Experience
  • Two years of college supplemented by specialized training in electronic, computer, and telemetry equipment.
  • Two years of journey level electronic and electrical experience.

License or Certificate
  • Possession of a valid Class C driver's license is required at the time of application.
  • Possession of, or must obtain, a Grade 1 Water Treatment Operator Certificate within 1 year of employment.
  • Possession of, or must obtain, CPR, First Aid, Arc Flash, Respirator, Confined Space, and Hazwoper certificates within 6 months of employment.

ESSENTIAL DUTIES

  • Inspect, repair, install, test, service, and maintain, electrical, electronic, and telemetry systems including conduit and duct systems, light and power circuits, generators, control equipment, switches, and switchboards.
  • Install interior and exterior wiring for equipment, time clocks, special circuitry for telemetry equipment, remote data sensing and transmitting equipment, programmable logic controllers (PLC's), computer systems and networks, power supplies, chart recorders, controllers, valves, and pump control equipment.
  • Wire new and altered equipment, chemical feeders, chemical mixers, chlorination controls, pumps and emergency generators; install raceways and panels; pull electrical wire; fabricate brackets, holders, boxes and supports.
  • Plan and lay out assigned tasks; operate tools and instruments, including meggers, voltmeters, conduit benders, multi-meters, oscilloscope, calibrators, signal generators, and computer based diagnostic programs.
  • Disassemble, repair, and replace control systems for Clayton valves; inspect pump and lift stations; perform preventive maintenance and diagnose equipment failures; disassemble, repair, and assemble small pumps used in water treatment and distribution.
  • Make estimates of labor and material costs for jobs; research catalogs to locate materials and parts required for jobs; requisition, receive, and store parts and materials; purchase parts and materials on open purchase orders; maintain records of time and materials.
  • Work from blueprints, schematics, and rough sketches; make rough sketches and working drawings.
  • Care for and store tools and provide for security of tools, materials and equipment; make recommendations regarding appropriate types of equipment to be purchased.
  • Diagnose and repair solid state circuitry and measuring devices; use lockout/tagout procedures to block electrical sources during electrical maintenance.
  • Update and document changes made to systems upon completion of any modification; modify software applications in PLC logic and computer applications for the Supervisory Control and Data Acquisition (SCADA) system; work with specialized software for spread spectrum radios, 5.8 Ghz high speed back bone radios and MDS.
  • Perform related duties and responsibilities as assigned.

SPECIAL REQUIREMENTS
Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, push, pull, and lift up to 50 lbs., and wear protective apparel; exposure to heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, electrical hazards, and traffic hazards; ability to travel to different sites and locations; availability for on-call, stand-by, and emergency call.

The City of Pomona offers the following generous benefit package. Employees in this group serve a 12-month probationary period. The Salary Scale Plan is composed of five steps. Merit step increases are based on meets standards performance.

WORK SCHEDULE: Most employees work a 4/10 work schedule. City Hall Employees work Monday through Thursday, with City Hall being closed every Friday.

Police Department employees work a 4/10 schedule but days off vary according to assignment and seniority.

In order to maintain service to the public, departmental effectiveness, productivity and/or efficiency, a Department Director may assign an employee a different work schedule that is in compliance with the requirements of FLSA with Human Resources approval.

RETIREMENT BENEFITS: Provided by the California Public Employee's Retirement System. Every regular employee becomes a member immediately upon employment. New employees who become a "new" member of CalPERS for the first time on or after January 1, 2013 will be enrolled in the CalPERS 2% @ 62, FAS 3 Plan. New members will be required to pay at least 50% of the normal cost (Govt. Code Section. 7522030(c)). However, a new employee who is a "classic" member of CalPERS or a current member of another California public retirement system will be enrolled in the CalPERS 2% @ 60, FAS 3 Plan. Currently, all new PCEA employees shall pay the CalPERS member's retirement contribution of 7.5%. City of Pomona employees do not contribute into Social Security.

PAID HOLIDAYS: 13 paid holidays & 2 floating holidays are provided per year.
VACATION LEAVE:
  • 1-4 years = 80 hours
  • 5-9 years = 160 hours
  • 10-14 years = 184 hours
  • 15 years = 200 hours
  • Extending through the 20th year, employee shall accrue 8 hours of additional vacation leave per year with a maximum accrual of 240 hours per year.

SICK LEAVE: 12 days per year (prorated if on any leave without pay).GROUP INSURANCE PROGRAMS are available to eligible City employees. These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances.
  • HEALTH INSURANCE: $700 per month; cash-in-lieu program available
  • DENTAL: $75 per month
  • VISION: Voluntary participation by the employee
  • 125 BENEFIT PLAN CONTRIBUTIONS:
    • Waiving coverage = $45 per month
    • Single coverage = $185 per month
    • Two-party coverage = $975 per month
    • Family coverage = $1,575 per month
  • LONG TERM DISABILITY INSURANCE: 66 2/3 of base salary for a maximum of 2 years after 60 days
  • LIFE INSURANCE: $30,000 policy plus AD&D

EDUCATIONAL INCENTIVE PLAN available for eligible employees to develop their knowledge and abilities.
  • TUITION REIMBURSEMENT: $3,500 per year

DEFERRED COMPENSATION: A voluntary deferred compensation 457 plan is available.FLEXIBLE SPENDING ACCOUNTS are available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses.CREDIT UNION membership is available to all City employees and provides access to low interest loans.
