Job Description

We are seeking a Senior Programme Manager with deep experience in education systems strengthening, crisis-affected contexts, and locally grounded development work, ideally with a strong background in Haiti or similar fragile environments. This role will lead the design, implementation, and monitoring of a complex, multi-stakeholder education programme in Haiti, aligning with both Porticus's strategy and Haiti's national education priorities.

KEY RESPONSIBILITIES

Leadership & Strategy
  • Act as a thought leader in education and development, promoting systemic change and high-impact outcomes.
  • Lead the implementation of a multi-year education initiative in Haiti.
  • Set clear, ambitious objectives and ensure continuous learning and adaptation through monitoring and evaluation (MEL).

Programme Design & Implementation
  • Develop and implement education programmes focused on systemic and lasting change.
  • Apply a meaningful participation approach, and integrate safeguarding and GESI (gender equality and social inclusion) lenses.
  • Design and oversee annual work plans, budgets, and results frameworks.
  • Commission and interpret evaluations to extract learning and inform programme adaptation.
  • Stakeholder Engagement & Partnerships
  • Serve as the foundation's primary liaison in Haiti, building trusted relationships with local actors, government ministries, and NGOs.
  • Facilitate inclusive, cross-sector collaboration with implementing partners and communities.
  • Represent the foundation at strategic convenings and joint initiatives.
  • Monitoring, Evaluation & Learning
  • Oversee MEL systems to track progress, extract learning, and adapt strategy in real time.
  • Support grantee and partner capacity for data collection, learning, and reporting.
  • Commission and manage evaluations to inform both internal and external learning agendas.

Grantmaking & Portfolio Oversight
  • Identify, assess, and manage a portfolio of education grants and partners in Haiti with the potential to manage US-based grant partnerships.
  • Conduct due diligence, review proposals, and prepare funding recommendations.
  • Provide technical and operational support to ensure accountability and mutual learning.

Internal Collaboration
  • Work closely with colleagues across Porticus (finance, MEL, communications) to ensure operational excellence.
  • Contribute to strategic planning, policy development, and learning cycles within the global education team.
  • Actively contribute to the Porticus North America team's regional strategic priorities on belonging, housing, and non-financial support to partners

Qualifications

Required qualifications
  • Master's degree in Education, Social Work, Public Policy, International Development, or related fields.
  • 7-10 years of progressive experience in education programme management, especially in low-income, conflict-affected, or fragile contexts.
  • Demonstrated success managing complex, multi-stakeholder programmes with governments and civil society.
  • Deep understanding of the Haitian context, including its cultural, educational, and political dynamics.
  • Strong experience in monitoring and evaluation, results-based management, and adaptive learning.
  • Fluency in Haitian Creole and French preferred; professional proficiency in English.

Preferred qualifications
  • Prior experience working in Haiti or with Haitian-led organisations.
  • Experience with philanthropic institutions and managing education-related grants.
  • Background in crisis-affected or emergency education programmes.

Additional Information

Of course, it is a two-way street, which means that we offer not only a competitive salary, but we believe in a healthy work-life balance. This is what you can expect from us:
  • Salary range of $108,000 to $150,000 gross per year. These ranges are based on full-time availability.
  • Location: New York, NY
  • Full-time availability (40 hours/week).
  • Hybrid working opportunity; we aim for a 40/60 office/home-work balance.
  • Take advantage of our Flexible Working Guidelines and work up to 10 days per year from abroad, anywhere in the world.
