Job Description
The Utility Inspector plays a key role in ensuring the quality and compliance of construction and installation activities across produced water pipelines and associated recycling facilities. This position is responsible for inspecting various utility installations including HDPE pipelines, pond liners, facility grading, interconnect piping, and related infrastructure. The ideal candidate has a broad field inspection background and can operate across multiple scopes, ensuring adherence to environmental, safety, and technical standards.

Job Description

This position is responsible for inspecting various utility installations including HDPE pipelines, pond liners, facility grading, interconnect piping, and related infrastructure. The ideal candidate has a broad field inspection background and can operate across multiple scopes, ensuring adherence to environmental, safety, and technical standards.
The essential job functions include, but are not limited to
Pipeline Inspection:
- Inspect trenching, padding, pipe placement, and backfilling for HDPE and carbon steel pipelines.
- Verify pipe stringing, fusion, and tie-ins meet alignment and specification requirements.
- Monitor hydrostatic testing, pigging, and flushing operations for conformance and documentation.
- Ensure compliance with pipeline construction drawings, standards (API, ASTM, ASME), and project specifications.
- Oversite of assurance of compliance on HDD and boring process, including assuring environmental controls.
- Maintain and submit accurate daily reports, inspection checklists, and GPS tracking logs.
Recycling Facility & Pond Inspection:
- Inspect geomembrane pond liner installations, seaming, anchor trenches, and subgrade prep.
- Verify pond liner welding/fusion meets ASTM standards and project specifications.
- Monitor leak detection systems, liner testing (e.g., spark testing, vacuum box), and geotextile placement.
- Ensure civil grading, compaction, and berm integrity comply with engineering designs and environmental safeguards.
- Inspect interconnecting piping, manifold systems, and facility utility tie-ins for proper installation and support.
General Duties:
- Coordinate with field contractors, foremen, and company personnel to ensure work is completed safely and to specification.
- Communicate non-compliance issues and assist in developing corrective actions.
- Assist in compiling inspection packages and as-built documentation for project turnover.
- Support project managers and engineers with field updates, redlines, and photographic documentation.

Requirements
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required:
Education:
- High school diploma or GED required.
- Technical training or coursework in construction inspection, welding, or civil/environmental disciplines preferred.
Experience:
- Minimum 3-5 years of experience in utility or pipeline inspection in the oil & gas or water infrastructure sector.
- Field experience with HDPE piping systems and geomembrane pond liners required.
- Familiarity with pipeline construction standards, civil grading, and facility mechanical systems.
Certifications (Preferred):
- Liner installation or QA certification (e.g., GSI, TRI)
- OSHA 10/30-hour construction safety
- Veriforce or OQ compliance training (preferred)
Skills & Competencies:
- Strong understanding of HDPE pipe fusion, geomembrane liner installation, and civil grading practices.
- Ability to read and interpret construction drawings, P&IDs, and technical specifications.
- Detailed and organized with strong documentation and communication skills.
- Proficient in using inspection reporting tools, tablets, and Microsoft Office Suite.
- Safety-conscious and familiar with environmental protection measures and controls in sensitive or regulated areas.
