Team Leader, HSE (Aviation)

JOB PURPOSE:
To monitor and facilitate implementation of fire prevention, occupational health and environmental protection policies and procedures and Corporate Health, Safety and Environment Management System (HSEMS) within the Operation Group to ensure operations and facilities are in line with ADNOC HSE and JIG HSE requirements. Ensure also to prevent/ minimize any incidents, injuries and damage to company employees, customers/ contractors, facilities, and equipment.
KEY ACCOUNTABILITIES:
Safety and HSE Risk Management
• Manage a team of HSE Engineers, Inspectors and Security Teams to meet workload demand at Civil Aviation Facilities and other sites under the business vertical. Provide leadership, mentoring and direction to control risk within tolerable limits.
• Develop and facilitate implementation of HSE procedures within the jurisdiction in accordance with corporate health, safety, and environment policies.
• Oversee and assist Aviation Operation Division and any other vertical business unit such as Supply Chain, Production Plant Division and Maintenance Division in the management of risks related to safety critical operations or to downgrade such situations.
• Identify hazards, evaluate risk, assess consequences, monitor compliance, and provide assurance of Retail division HSE hazards and risks. Audit the effectiveness of mitigation / control barriers to reduce
the risk as low as reasonably practical.
• Participate and represent HSE Operation Department safety studies such as HAZOPs, HAZID, ENVID, OHRA, SIL, BFSR, FERA, ESSA, F&G Mapping Study, ISD, JSA and any other Risk Assessments.
• Attend and participate in Health, Safety and Environment Impact Assessment (HSEIA) workshops.
• Manage internal and external Aviation Division HSE audit programs and support audit team during implementation of Aviation Division and including any vertical business unit during any HSE Audit Programs.
• Lead and conduct Job Safety Analysis and Formal Risk Assessment workshops in coordination with relevant business units within Operation Group.
Inspection and Monitoring
• Carry out inspections, audits, surveys, sampling and monitoring to ensure that HSE and fire- fighting procedures are effectively implemented in all company facilities within allotted area.
• Conduct audits related to key elements of Occupational Hazard identification to ensure the process is being followed and confirm proper resolution and closure of recommendations from HSE studies, audits, and incident investigations.
• Report hazards, unsafe acts/conditions and near misses prepare action plan for remedial action and conduct follow-up until gaps are adequately addressed.
• Manage, initiate, and participate in management HSE Tours, leadership site visit and inspection of company premises. Conduct follow up on the findings to ensure timely closure.
• Facilitate investigation of all critical accidents / incidents and facilitate implementation of accident investigation recommendation. Provision of operational HSE advise, coaching and guidance Retail management.
• Conduct Contractor Camps inspection to ensure alignment and compliance with ADNOC Welfare Standards.
• Coordinate with internal business units for the inspection and pre-mobilization of Contractors and renewal of Contractor Road tankers.
• Conduct periodic work management system audit including refresher training covering the 23 Effectiveness Management System (EMS).
Fire Safety Equipment Maintenance Management
• Develop maintenance program for all fire-fighting equipment and systems within Operation Group facilities and overall general preventive maintenance and develops fire, safety equipment replacement program.
• Exercise regular coordination with Maintenance team to ensure regular maintenance and testing of all safety, security, and fire-fighting equipment according to outlined or approved programs.
• Develop the annual firefighting and inspection program in compliance with the NFPA 25 and other relevant standards.
• Prepare and establish in place a formalize procedure for the inspection and testing plan both for the fixed and portable firefighting equipment with checklists.
• Coordinate with the HSE inspectors to conduct the periodic testing and inspection of portable and fixed firefighting system.
Emergency Response and Crisis Management
• Facilitate implementation of site emergency response and crisis management procedure to ensure preparedness in case of any emergency. Maintain an emergency response rule within the incident management team.
• Lead and conduct the implementation of the annual exercise schedule across Operation Group in compliance with the approved Emergency Response Plan.
• Establish necessary coordination with Emergency Response, Crisis Management and Business Continuity Team.
• Develop the annual the exercise program for the Aviation Division and vertical business units.
Stakeholder Management and Committees
• Built and maintain relationship with Local and Federal Regulators, Armed Forces, MOI (Civil Defence and Police), NGC National Guard Command), Mutual Aid and neighbouring critical facilities, etc. On call 24/7 (by phone / radio). Participate and attend meetings and fire emergency response drills.
• Participate in various in house and external committees like emergency and crisis response, Behavioural-based safety audit (BBSA), welfare committee, contractor assurance etc. to ensure compliance to central HSE norms from ADNOC Group and National HSE regulations.
New projects
• Review new project work proposal under Aviation Division to ensure that safety and emergency facilities and equipment are included at the design stage of such work and follow up on the safety aspects of such work to ensure compliance with the Company's standards and requirements.
• Participate and review different engineering deliverables such as 3D model review, P&ID Review, Fire detection and protection system cause and effect matrix, philosophy etc.
Safety Training and Communication
• Ensure safety training and awareness programs are conducted on a periodic basis to increase the awareness for Operation Group employees/ trainees and concerned contractors to ensure participants learn and can apply their learnings in the field.
• Develop & implement HSE awareness campaigns (heat stress, attitude throw posters, signs, safety publications, etc.) in all Retail facilities within allotted area.
• Plan and identify annual training needs of the team and ensure a continuous improvement of their core competencies as well as other competencies as required to enhance the overall performance and meet the division BSc annual training target
Periodic Reporting
• Submits Daily/Weekly/Monthly HSE reports to Manager, HSE Operation Department reporting on various HSE activities and any HSE issues including all Aviation Divisions and business verticals premises and any new construction/maintenance project sites within the allotted area.
• Facilitate reporting of all accident / incident in line with the company accident / incident investigation and reporting procedures.
• Report HSE Performance and Compliance statistics within Aviation Division and drive necessary initiatives in support of driving 100% HSE goal within the Operation Group.
• Responsible to report and coordinate the timely closeout of observations with proper trend analysis to the prevent the occurrence of any incident.
Governance and Administration
• Plan and develop Term of Reference (TOR) for the facilitation of various types of audits based on the relevant ADNOC HSE Standards in achieving compliance.
• Lead and facilitate the timely closeout of various audit findings and ensure proper trending and reporting at a regular interval.
• Responsible for the tracking and managing of audit findings in coordination with the action owners.
• Develop and conduct welfare audits at Contractor Camps as per the annual program.
• Conduct Contractor performance evaluation in line with the ADNOC HSE Standards and Guidelines.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
• Bachelor's Degree in HSE / Safety / Technical / Science disciplines or equivalent.
Minimum Experience & Knowledge & Skills
• 10 years of experience in Health, Safety and Environment within the in Oil and Gas Industry, including 5 years in managerial role.
• Vast in Health, Safety and Risk Management principle and practices
• Knowledge in Joint Investigation Group (JIG 1 & 2) HSE Requirements
• Well-versed in applicable National and International HSE standards and regulations, OSHA, NFPA, UAE Fire and Life Safety Code of practice, ADNOC HSE Standards and Guidelines.
• Excellent understanding of safety culture and capability to cultivate proper tools to create positive culture at workplace in an operation environment.
• Excellent oral & written language skills (English)
• Excellent computer skills in Microsoft OfficeProfessional Certifications
