The Texas General Land Office is seeking a Program Management Specialist I (Operations Program Specialist) within the Oil Spill Department of the agency.
Performs program management specialist work involving creating, developing, coordinating, implementing, and overseeing agency programs; planning resources; monitoring budgets; and providing consultative services and programmatic assistance to management, other state agencies, and other stakeholders.

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.
What Your Contributions to the GLO Will be:
• Provides support for the Scientific Support Coordinator for the Oil Spill Program's Research & Development program, including tracking and reviewing compliance with conditions of grants/contracts by monitoring and analyzing agreements, contracts, budget, expenses, activities, and ensuring it is in compliance with federal and state regulations.
• Ensures that program decisions are made in accordance with program requirements; other applicable rules, policies, and procedures; and the agency's strategic objectives.
• Manages communications with stakeholders to ensure that they are appropriately informed of and aligned with program updates, changes, and risk.
• Monitors and manages project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget including the submission of invoices, amendments and other requests.
• Assists in the evaluation of potential projects, preparation of program budget requests, and development of program reports and project summary documents for the Oil Spill Program's Research & Development program.
Qualifications:
Minimum Qualifications:
• Graduation from an accredited four-year college or university with major coursework in business administration, accounting, or a related field is generally preferred. Experience and education may be substituted for one another on a year for year basis.
• Two years of full-time experience in grant or contract development, management, or evaluation work.
• Experience with Microsoft Office suite (Excel, Word, Outlook).
Preferred Qualifications:
• Experience working in a customer service-oriented position dealing with both internal and external customers, and answering, screening, and routing incoming phone calls.
• Experience monitoring and analyzing contract performance, expenses, and activities for compliance with terms of contract(s); and in accordance with federal and state regulations in grant and/or contract compliance.
• Experience tracking expenditures, processing procurement requisitions, invoices, and/or travel expenses.
• Advanced experience with Microsoft Office suite (Excel, Word).
• Experience with databases, including data entry and data queries.
• Experience in creating and/or maintaining filing systems for both physical and electronic documents.
• Experience in preparing and proofreading documents.
• Experience with internet researching, ex: contact information, property ownership, business information.
• Experience of the Incident Command System (ICS) for emergency management (ICS-100 certification or ICS-200 certification preferred).
• CAPPS Financials experience preferred.
Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
