DESCRIPTION
An employee in this classification plans, organizes and supervises mechanics involved in the installation, maintenance and upgrade of the County's water treatment, distribution and meter system; supervises meter reading activities, and performs related technical and supervisory work as required. Work is performed under general supervision and is evaluated on the basis of ensuring equipment operates within given time schedules and overall effectiveness of system performance.

EDUCATION AND EXPERIENCE REQUIREMENTS
Vocational school diploma supplemented by two to three years of progressively responsible experience in public utilities maintenance and operations, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

We participate on the N.C. Local Government Employees' Retirement System. Employees are required to contribute 6% of gross wages toward their account.
401(k) and 457 are supplemental retirement plans administered by Prudential.
Vacation Leave
Employees accrue annual leave monthly and may use accrued leave upon approval after the probationary period is completed. Years of service transferred from eligible NC Governmental Agencies (written documentation required) and the employee's work schedule are used to determine the rate of earning.
Petty Leave
Employees earn fourteen (14) hours per calendar year. May use in increments of 15 minutes. Leave is pro-rated based as of date of hire in the first calendar year of employment. Petty leave must be used within the calendar year.
Longevity Pay
The County offers longevity pay to employees with 5 years of continuous service.

DUTIES
- Plans, organizes and supervises staff involved in the installation, maintenance and upgrade of the County's water treatment, distribution and meter system.
- Supervises duties of assigned mechanics. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; assisting with the selection of new employees; acting on employee problems, and recommending employee discipline, discharge.
- Reviews the work of subordinates for completeness and accuracy; evaluates performance and makes recommendations as appropriate; offers training, advice and assistance as needed.
- Reviews work reports and records; reports any unusual problems to supervisor and recommends possible solutions.
- Assists in developing maintenance plans and schedules; keeps abreast of projected plans for system expansion or modification.
- Gathers and prepares materials, tools and equipment for daily assignments; transports equipment to and from job sites.
- Calibrates and maintains water treatment / distribution system equipment; collects water samples for analysis; prepares related records and logs.
- Adjusts chemical feed levels to maintain proper operations; determines system demands and coordinates pumps to maintain an adequate water supply.
- Inspects all pumps, wells and equipment for proper and safe working condition; initiates and/or performs preventive and corrective equipment maintenance as required.
- Adjusts, cleans, maintains, repairs and/or replaces pumps, valves, filters, etc., to maintain proper operations.
- Monitors water distribution system and storage tank levels.
- Flushes fire hydrants and tests water pressure as necessary; maintains and repairs hydrants as needed.
- Maintains accurate technical records, charts and logs as required; enters operational and laboratory data into computer.
- Checks meters / service lines for leaks; conducts water pressure, flow and accuracy tests for the department and customers as requested.
- Maintains, repairs or replaces water meters and meter boxes as necessary; cleans meter boxes as needed.
- Supervises the installation, maintenance and repair of water lines; installs water taps; locates water lines for utility workers.
- Uses hand-held recorder to read meters for billing purposes; submits data in a timely manner.
- Investigates high consumption readings; conducts follow-up readings as necessary.
- Terminates water service as directed.
- Supervises and participates in the maintenance of grounds at well / pump sites.
- Assists in overseeing the work of contractors as necessary; provides technical assistance to contractors.
- Responds to emergency facility / field situations as required.
- Procures required supplies, materials, chemicals, tools and equipment; stocks supplies and supervises inventory maintenance.
- Inspects all work in progress for compliance with plans, specifications, codes, regulations, and standards of quality and safety; ensures the timely completion of all work orders.
- Prepares reports as required by the department, County and regulatory agencies.
- Assists in coordinating activities with other County divisions / departments, utilities, engineers, contractors, various government and other agencies as appropriate.
- Ensures the provision of professional and timely customer service; receives and responds to public inquiries, requests for assistance and complaints.
- Attends training, meetings, workshops, etc., as necessary to enhance job knowledge and skills.
- Operates a vehicle, back hoe, trencher, etc.; operates a telephone, computer, copier, fax machine and other office equipment; uses clerical and computer supplies, plumbing tools, testing equipment, hand tools, replacement parts, line locator.
- Interacts and communicates with the immediate supervisor, subordinates, other County department employees, utility company representatives, vendors, customers and the general public.
- Performs general clerical work as required, including but not limited to answering the telephone, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, collecting utility payments, etc.
- Performs related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES
- Thorough knowledge of the methods, procedures and policies of the Water Department as they pertain to the performance of duties of the Water Utility Mechanic Supervisor.
- Knowledge of the organization of the Department and of related departments and agencies.
- Knowledge of the functions and interrelationships of the County and other governmental agencies.
- Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
- Knowledge of civil engineering as it applies to water system construction, maintenance and operations; has thorough knowledge of water / sewer utilities services and related methods of construction, operation and maintenance.
- Knowledge in mechanical and plumbing maintenance and repair work.
- Knowledge of the machinery, materials and supplies required for daily maintenance and operations.
- Knowledge of applicable occupational hazards and safety precautions.
- Knowledge of the terminology used within the department.
- Knowledge of proper English usage, vocabulary, spelling and basic mathematics.
- Knowledge of modern office practices and technology, including the use of computers for records management.
- Ability to help ensure department compliance with all applicable standards, codes, regulations, policies and procedures.
- Ability to operate heavy equipment with safety.
- Ability to troubleshoot and analyze system performance and take necessary steps to ensure the provision of reliable, safe and uninterrupted water services for customers.
- Ability to work effectively despite occasional exposure to heat / cold, odors, toxic agents / hazardous materials, noise, wetness, humidity, electric currents, machinery hazards, dusts, vibrations, working in confined spaces, traversing uneven terrain, etc.

EDUCATION AND EXPERIENCE REQUIREMENTS
