Job Summary

Plans, organizes and leads the Company's Landfill Gas Program while reporting to the VP - Disposal Operations Support. Environmental Management Group This Corporate team addressing LFG related issues such as; safety, training of in house landfill gas technicians, creating and implementing design and construction standards for Gas Collection and Control Systems (GCCS), coordinating activities focused on data acquisition, and interpretation of Federal and State regulations. The Company's Landfill Gas Program also includes providing technical expertise to support Area LFG operations and the development of landfill gas to energy projects.

Additional, duties include oversight of the Elevated Temperature Landfill "ETLF" Program corporate-wide direction based on companywide strategic goals and objectives. Responsible for establishing, developing and implementing the policies, procedures and systems relating to engineering and operations at our existing and potential ETLF facilities. Obtains advanced information on new developments in regulatory changes in environmental requirements, incorporates this data into the organization's strategic and tactical business planning, and designs and implements tactical plans for dealing with specific ETLF operations throughout the organization. Communicates with Corporate and Area Management regarding the policies and procedures, best management practices for ensuring that environmental standards are met for existing ETLFs and precluding development of new ETLFs. This role would require at least 50% travel.

Essential Duties and Responsibilities

Landfill Gas:
  • Leadership in the creation and implementation of specifications for the design, installation, and operation of landfill gas collection systems.
  • Ability to review technical data concerning landfill gas modeling and providing projections for the development of landfill gas to energy facilities.
  • Provide technical assistance to the review of Federal or State environmental regulations concerning Landfill Gas.
  • Support the implementation of the Company's Landfill Gas Program at the Area Level. This would include items such as; technical standards for material and equipment purchases, training, safety, and minimization of LFG emissions.
  • Provide budgetary review of proposed GCCS Area capital budgets. Ensure both compliance and optimization of the collection of LFG is achieved through the budgeted projects.

Elevated Temperature (ETLF):
  • Plans, directs, and coordinates activities of internal and external staff involved in directing research, procedures, best management practices, equipment, and techniques to provide environmental solutions to the corporation's handling of ETLFs. More specifically:
  • Leads the process for identifying the probability of the occurrence of an ETLF.
  • Works with the corporate and field team in evaluating the collected data and establishes the classification of the potential facilities.
  • Leads the research and development of mitigation strategies and processes associated with ETLF.
  • Develops and implements safety proper safety protocol to address the aspects of hot liquids and gases under pressure. This will include evaluating waste stability, implementing early warning systems, etc. to keep on-site and off-site situations safe.
  • Develops short and long-term mitigation strategy if a facility is classified at a level that requires action.
  • Coordinate funding, logistics for work progression and actual progress identified in the mitigation plans ensuring quality of work is being performed as per the standards.
  • Provides leadership and program management to Corporate and Field Directors in the following disciplines as it relates to ETLF: Engineering Science, Wastewater Treatment Alternative, Environmental Compliance, Landfill Gas Treatment.
  • Balances the financial goals of the enterprise with the external regulations and applied environmental solutions.
  • Confers with federal regulatory agencies to discover national environmental quality standards, industrial practices, and new developments in pollution abatement.

Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job.

Education and Experience
  • Education: Bachelor's Degree including Engineering, Environmental Management, or similar area of study required. Masters of Sciences Degree, in Engineering, Environmental Management preferred. Certifications and/or PE license preferred but not required.
  • Experience: Fifteen plus years of landfill experience. Experience should include a minimum of 5 years of primary focus on landfill gas management design and operation, Experience should also include a minimum of 5 years of management responsibility. Similar area of study, and fifteen or more years previous experience.
  • Must live and work in the US.

Work Environment

Normal setting for this job is: office setting

The expected base pay range for this position across the U.S. is $185,000 - $230,000. This range represents a good faith estimate for this position. The specific salary offered to a successful candidate may be influenced by a variety of factors including the candidate's relevant experience, education, training, certifications, qualifications, and work location.
