Under the general direction of Water Utility Management, this position is responsible for collaborating, implementing, and executing procurement strategies and contracts with external vendors for all divisions within the Water Utility and ensuring compliance with local, state, and federal laws and regulations. The position requires a high degree of collaboration between the department, City Legal, and City financial teams in Budget, Treasury, Purchasing, Accounts Payable, Accounts Receivable, Project Accounting, and Warehouse.

MINIMUM QUALIFICATIONS:
Education, training, and Experience Guidelines
High school diploma or equivalent. Plus, five (5) years of experience with procurement, contract preparation and review, budget and accounting, or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
Preferred:
Five (5) years of full-time experience with procurement, contract preparation and review, and budget management for a local or state agency.

LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class "C" Texas driver's license required. Out-of-state license holders must have a valid license and provide a three-year driving history.

ESSENTIAL FUNCTIONS:
- Implements and executes procurement strategies for all divisions within the Water Utility
- Ensures projects and procurement comply with local, state, and federal laws and regulations and monitors compliance with contract terms throughout the project.
- Procure competitive quotes, HUB quotes, and proposals from suppliers with required documentation.
- Execute purchase orders with approved suppliers, ensuring accurate and timely procurement of required goods and services. Follow established procurement processes and maintain proper documentation for audit purposes.
- Serves as primary liaison for City staff, vendors, contractors, engineering, architectural firms, Legal, Finance, and Budget, regarding legal contractual negotiations, contract language revisions, etc.
- Prepares, reviews, and coordinates resolution correspondence and other materials needed for City Council approval of contracts and contract amendments
- Oversees and evaluates bids, contracts, and contractors to ensure full compliance with contractual obligations.
- Adeptly resolves conflicts, manages contract change orders and estimates, approves contractor payments, and closely monitors contract performance.
- Collaborate with cost center managers to gather information, provide timely updates on purchasing activities, and provide insights on procurement needs.
- Monitor expenditures throughout the year and recommend adjustments as needed.
- Maintain contract deadlines, renewals, and contract budget tracking to ensure compliance with regulations.
- Serves as the Department Budget Analyst Role within Workday to assist with any transfers of funds under the Water Utility.
- Consistently assess and broaden the supplier base to establish a competitive and diverse supply chain. Cultivate robust relationships with vendors and suppliers, fostering collaboration.
- Coordinates project activities and shares information with City departments, consultants, and government agencies.
- Assist the Finance Department, Water Department, and third-party consultants with data gathering and analysis for:
- The development of the department's mid and long-range financial forecast and 5-year capital plan; ensuring revenue, expenditure, and debt service projections meet applicable financial policies, guidelines, and benchmarks, such as requirements for debt services and cash services.
- The development of service rates/fees, cost of service studies, and customer class rate proposal for council.

- Knowledge of accounting and budgeting concepts, principles, and as it relates to purchasing transactions.
- Knowledge of contract law, terms, and conditions.
- Knowledge of buying procedures, purchase orders, delivery orders, and the use of purchasing cards.
- Knowledge of debt instruments, cash management, and utility financing methods
- Skill in specification development and writing
- Skill in resolving and enforcing contractual obligations
- Skill in evaluating price and cost, and evaluating alternatives according to quality and price
- Skill in designing and maintaining complex spreadsheet and database models
- Skill in development of presentations
- Skill in effective oral and written communications
- Skill in determining need and compiling, analyzing, and presenting financial information and data for management and Council use
- Skill in informal and all formal source selection processes, including price competition.
- Skill in contract negotiation and formation, contract management, and contract administration processes.
- Skill in exercising good judgment, tact, and diplomacy.
- Ability to establish and maintain good working relationships with other City employees and the public
- Comprehension of state-enforced procurement rules and regulations
- Best management practices for water and wastewater utilities.
- Determining needs and gathering, analyzing, and presenting data to provide accurate information.
- Understanding written and oral instructions.
- Stay up to date on industry trends and available products and services.
- Ability to resolve problems or situations that require the exercising of good judgment
