Overview
The Manager-Water Utility Administration manages, oversees, and provides oversight for business/administrative functions for the department (e.g., the preparation and implementation of the annual budget, payroll, personnel management/oversight, purchasing/procurement management, business process systems, etc.)
Essential Functions
1 Manages, coordinates, and monitors the development and implementation of the Budget and/or business operation systems for the Dallas Water Utilities, tracks expenses and revenues.
2 Identifies needed areas of change and makes recommendations to improve operations; monitors and manages administrative functions; produces monthly, weekly, and annual reports.
3 Works in conjunction with the DWU executive team and Division Managers during the development of the biennial budgets and budget process; reviews and updates department policies and procedures; and provides technical and operation direction for business needs.
4 Prepares and reviews responses to citizens and customers; engages with customers to resolve issues. Reviews and evaluates publications for the department. Reviews content for monthly newsletters, press releases, public notices and public-facing documents.
5 Plans, assigns, delegates, and manages the work of subordinate staff; manages work quality and accuracy, delivers performance feedback, and oversees activities.
6 Establishes short-, mid- and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
7 Provides extensive administrative expertise and operational management to ensure: the effective processing of payments, management of billing and funding accounts, general budget development, implementation, and tracking, managing personnel processes and transactions, and/or managing public relations efforts for DWU.
8 Performs any and all other work as needed or assigned.
Knowledge, Skills and Abilities
1 Knowledge of Utility policy, procedure, and standards.
2 Knowledge of budgeting, personnel management, public relations, billing, rates, auditing, and/or accounting.
3 Ability to manage a variety of administrative activities simultaneously.
4 Ability to establish and obtain operating goals and objectives for unit.
5 Ability to devise solutions to administrative problems and to plan, assigns, and/or supervises the work of others.
6 Ability to develop and evaluate administrative policies and procedures.
7 Ability to disseminate information through the preparation concise reports.
8 Ability to supervise and manage a staff, assign work, and give performance feedback.
9 Ability to develop and administer a budget.
10 Communicating effectively verbally and in writing.
11 Establishing and maintaining effective working relationships.

This role oversees all departmental social media channels, website content, and marketing campaigns. Key duties include managing the employee newsletter News and Views, coordinating media requests, and enhancing the utility's public image by sharing positive stories and achievements. Additionally, the manager supports executive communications-such as letters and presentations-and represents Dallas Water Utilities in media interactions, staff briefings, and community engagements.
Salary Range
$70,080.75 - $87,600.93

MINIMUM QUALIFICATIONS
EDUCATION:
- Bachelor's degree in any field.
EXPERIENCE:
- Three (3) years of experience in budgeting, accounting, financial analysis/reports, and/or revenue collections, personnel management and/or public relations.
AND
- Two (2) years of supervisory/management responsibilities.
(Experience may be obtained concurrently.)
EQUIVALENCIES:
- High school diploma or GED plus seven (7) years of the required experience including two (2) years of the stated supervisory/project management experience will meet the education and experience requirements.
- An associate degree in any field plus five (5) years of the required experience including two (2) years of the stated supervisory/project management experience will meet the education and experience requirements.
LICENSE:
- Valid driver's license with good driving record
