Job Purpose

Job Context & Major Challenge(s)
- Job holder (1) act as an expert within the area to assess and resolve complex issues with significant impact on the business (2) support the development of the IT Telecom business cases, for high-level initiatives, for approval, funding, and prioritization and (3) take responsibility to align with business strategies, enterprise transformation activities and technology directions.
- Major challenges of the role are (1) implementing technology solutions to support business strategy, (2) providing support for 24/7 business operations, and being available on a short notice (3) wide spread of the locations, variety of technologies, systems, and solutions. (4) support Governance and Compliance activities related to all Telecom systems.
Key Job Accountabilities
- Provide technical management of Telecom center of excellence, ensuring that agreed service levels are met and all relevant policies and procedures are adhered to.
- Lead the definition, documentation, and safe execution of small to medium-scale projects, engaging with stakeholders and actively participating in all phases of the project. Identify, assess, and manage risks and issues which could affect the success of the project.
- Lead all stages of the life cycle for Telecom software/hardware communication systems, including investigation, analysis, specification, design, construction, testing, maintenance, upgrade, and migration.
- Provide technical expertise to enable the correct application of operational procedures and provide instructions to less experienced colleagues in all aspects of current and correct operational practice.
- Ensure that all tasks and procedures are carried out effectively and efficiently to agreed levels of service or specific requirements of Service or Operational Level Agreements.
- Conduct investigations of operational problems, provide reports and proposals for improvement, to specialists and users. Participate in reviews of Telecoms systems performance, provide advice, and assist specialists or other system or service providers to plan amendments and other improvements to Telecom systems and operation.
- Use infrastructure management tools to determine load and performance data and statistics.
- Contribute to the planning and implementation of installation and maintenance work associated with the installation, including building, and configuring Telecom components. Ensure implementation of agreed Telecom changes and maintenance routines, utilizing the appropriate tools and test equipment and ensure that procedures are followed, including those relating to safety and security.
- Monitor and account for Telecom expenditure. Make early identification of where costs may exceed planned budget and provide timely reports, ensuring that all Telecom financial targets are met.
- Plan formal reviews of activities, processes, products, or services. Evaluate and independently appraise the internal control of activities, processes, products, or services, based on investigative evidence and assessments undertaken by self or team.
Person Specification - Minimum Requirement
Qualifications
- Bachelor's degree in computer science, computer engineering, information technology, electronics and communications, or information systems.
Knowledge and/or Experience
- 10 years' experience in Networks fundamentals and Telecommunications.
- Possess competence in accordance with global IT /Telecoms competency and development framework.
- Conversant with relevant IT /Telecoms national and international standards and has a broad understanding of all aspects of IT and a deep understanding of own specialties.
- Experienced in project and program management and IT/Telecoms Risk and Security.
- Proven track records of managing a portfolio of IT (Telecom) projects including complex, multiple vendor projects and services within international settings.
Technical and Business Skills
- Fluent in English language (demonstrated verbal & written skills).
- Strong negotiation, interpersonal and presentation skills, and the ability to communicate to all levels.
- Demonstrated skills required to handle innovation, change and business process improvement.
