About the Company

We are the largest oil producer within the ADNOC Group, accounting for over half of ADNOC's total oil production. As the country's oldest oil production company, our operations date back to 1939, when a 75-year concession was signed to explore for oil and gas in Abu Dhabi. As a global industry leader in environmental sustainability, we are the first in the world to capture carbon from the iron and steel industry. Our Carbon Capture, Utilization, and Storage (CCUS) facility at Al Reyadah has the capacity to capture 800,000 tonnes of carbon dioxide (CO2) from Emirates Steel Industries (ESI) each year, for use in the Bab and Rumaitha oil fields to support Enhanced Oil Recovery (EOR). Al Reyadah is, therefore, a critical enabler of ADNOC's 2030 sustainability goals.

JOB PURPOSE :

Implements Operational, Logistical, Maintenance and Safety procedures, polices and plans related to Oil Spill & HNS Emergency Response in order to ensure the efficient proactive day-to-day upkeep and maintenance of all the equipment ensuring its readiness for responding to an oil spill incident.

KEY ACCOUNTABILITIES:
Job Specific Accountabilities

  • Prepares and implements the site-specific protection plan (SSPPs) for offshore, shoreline and onshore sites.
  • Operates and deploy, monitor, and recover basic (Tier 1) oil spill response equipment as part of a team. Use the site- specific protection plan SSPPs to identify and select advanced oil spill response equipment. Report the equipment which requires licenced operators and make appropriate equipment adjustments and update records of equipment.
  • Reviews and follow up in the implementation of strategic operations management plans at tactical level.
  • Design and develop appropriate OS Response Contingency plans. Recognize the Oil Spill aspects of hazards and associated risk management.
  • Implements workplace measures to mitigate the impact of environmental incidents and/or potential environmental hazards.
  • Respond to oil and HNS spills and emergency incidents occurring offshore, nearshore, shoreline, onshore and inland. Provide support to marine operations and emergency incidents and wildlife response operations as required.
  • Ensures all personnel know their role in Facility Oil Spill Response Plan and ensures anti-pollution equipment is deployed correctly.
  • Ensures that the type of oil spill dispersal used follows the applicable environmental laws, regulations and standards.
  • Participates in emergency preparedness and response contingency planning exercises.
  • Administrates the Oil Spill Contractor and supervise Oil Spill Responders (if applicable) to ensure that all the necessary resources are engaged and mobilized to provide timely emergency response. Deputize for the Team Leader in case of absence. Act as On-scene Commander, as and when required.

Budgets
  • Provide input for preparation of the Department / Section budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
  • Investigate and highlight any significant variances to support effective performance and cost control.

  • Implement approved Department / Section policies, processes, systems, standards and procedures in order to support execution of the Section's work programs in line with Company and International standards.
  • Comply with all applicable legislation and legal regulations. Performance Management
  • Contribute to the achievement of the approved Performance Objectives for the Department / Section in line with the Company Performance framework. Innovation and Continuous Improvement
  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function. Health, Safety, Environment (HSE) and Sustainability
  • Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
  • Participate in Emergency Response duties as a team member.
  • Be familiar with the ADNOC HSE Recognition and Accountability Framework requirements. Comply with all applicable HSE requirements at all times. Exercise the STOP Work Authority bestowed if any unsafe act or situation puts you or your colleagues at risk
Reports

• Provide inputs to prepare Section MIS and progress reports for Company Management.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

• Technical Diploma or equivalent experience
Minimum Experience & Knowledge & Skills

• 5 years of experience in a crisis and emergency-related field, preferably in a similar industry or background within UAE Navy, Merchant Marine, Coast Guard or Civil Defense.

Professional Certifications
  • IMO/OPRC Level 0 'Introduction to oil spills', IMO/OPRC Level 2 'On Scene Commander'
  • IMO/OPRC Level 3 'Oil Spill Management', IMO Contingency planning and Ariel surveillance
  • 40hr HazWoper, HNS and/or IMO Hazmat certification
  • IMO Shoreline Clean up Assessment Team (SCAT), IMO Responder Safety
  • OPITO SCTW-95 certification
  • Incident Command System (ICS) Levels 100, 200 & 300


TECHNICAL COMPETENCIES:
  • Basic mechanical engineering certification
  • Basic first aid & Fire-fighting skills
  • Unaided swimming certification/ability >25metres
  • T-BOSIET Tropical Basic Offshore Safety Induction & Emergency Training and/or Travel Safely by Boat
  • Must possess a level of fitness and physical resilience that will allow the job to be completed whilst wearing appropriate PPE in high ambient temperatures
