Job Summary

This position is responsible for supervising all aspects of the Gas Department's Geographical Information Systems (GIS). Responsibilities include: management, planning, administration, implementation, GIS programs, structure, design, data collection, special projects, GID applications, and other functions related to GIS for the natural gas utility infrastructure. This position reports directly to the Manager of Gas & Water/Wastewater.
Essential Duties and Responsibilities and Supervision Required

  1. Makes recommendations on GIS policies, organizational structure, and decisions regarding the development of GIS products, applications, and services.
  2. Supervises the quality control of the data for use in GIS.
  3. Monitors the progress of each project and reports status to the Manager.
  4. Reviews products and services contracts from contractors and/or vendors, and makes recommendations regarding approval.
  5. Maintains the operational quality of computers using GIS applications and troubleshoots when necessary.
  6. Reviews and enforces standards, policies, and database designs for GIS.
  7. May be required to produce maps and technical drawings using AutoCad.
  8. Provides training to department staff on GIS software applications and promotes continuing education/training on GIS.
  9. Maintains day-to-day updates and additions to gas system GIS data.
  10. Coordinates with the IS GIS Administrator and the software vendor to maintain quality system operation and continue development of gas system functionality.
  11. Makes recommendations regarding the development and implementation of GIS products and applications.
  12. Plans and oversees regular scheduled patrols for the Gas Department, including leak survey, valve maintenance program, vent patrol, regulator station inspections, cathodic protection, and any unscheduled surveys that are requested by a section. Works closely with Compliance Foreman to oversee and plan scheduled patrols.
  13. Performs field surveys and monitors updates to the gas system in order to keep GIS data accurate and dependable.
  14. Coordinates GIS special projects teams.
  15. Performs other job duties as assigned within the scope of the job.

Minimum Qualifications, Experience, Training, & License

  1. Bachelor's Degree in GIS, Geography, Computer Science, or related field with a minimum of 3 years or more working experience with GIS System, including database, development, management, mapping, technical drawing, and CAD. Experience in ESRI, ArcGIS software preferred; or,
  2. Associate's Degree in GIS, Geometrics, Surveying, or related field with a minimum of 5 years or more working experience with GIS Systems, including database, development, management, mapping, technical drawing, and CAD. Experience in ESRI, ArcGIS software preferred; or,
  3. A combination of education and a minimum of 6 years or more working experience in GIS systems, including database, development, management, mapping, technical drawing, and CAD. Experience in ESRI, ArcGIS software preferred.
  4. Demonstrated proficiency in GIS software and standard office software.
  5. Two (2) years of supervisory experience.
  6. GIS Professional Certification (GISP) preferred.
  7. Valid driver's license.

Required Knowledge Skills Abilities

  1. Thorough knowledge of GIS software. ESRI & ArcGIS preferred.
  2. Must be proficient in using GIS software and standard office software (Microsoft).
  3. Must be knowledgeable and skilled in the use of digital information systems.
  4. Thorough knowledge of GIS system database management, development, mapping, CAD, and the ability to update the GIS system.
  5. Must be knowledgeable of GIS system equipment and tools; and, the ability to use the equipment and tools.
  6. Thorough knowledge of GIS principles, practices, and terminology.
  7. Must have the ability to gather and interpret geographical information.
  8. Must be skilled in data collection, processing, and analysis to assist with annual reporting.
  9. Must be able to conduct surveys/inspections, update the GIS system
  10. Must have a thorough knowledge of natural gas systems, layouts, and capabilities of individual system elements.
  11. Must be able to interpret maps, plans, drawings, etc.
  12. Must have strong problem-solving and decision-making skills related to GIS issues.
  13. Must be able to effectively communicate, oral/written, and provide training on GIS software.
  14. Must be able to establish and maintain an effective working relationship with department employees, contractors, vendors, the general public, etc.
  15. Must be able to oversee work schedules, supervise staff, coordinate GIS special project teams, monitor project timelines, and establish objectives.
  16. Must be available for standby duty, overtime, emergency duty, after hours, weekends, and holidays, when required.
  17. Must use all safety equipment that is provided by the department.
Physical Demands (with or without accommodation):
  1. Must be able to sit at a computer for extended periods of time.
  2. Must be able to work in inclement weather conditions (extreme hot/cold)
  3. Must be able to lift up to 50 lbs.
  4. Must be able to work under pressure and stressful situations.
Supervision:
Employee works independently with no direct supervision. Supervises staff on teams. Reports directly to the Manager of Gas & Water/Wastewater.

Equipment/Tools Used:
GIS equipment/tools, GPS unit, Two-Way Radio, Computer, Copier, Fax, and basic office equipment.

Additional Note:
  1. Must be able to pass pre-employment, random, reasonable cause, and post-accident drug and/or alcohol testing as required by DOT regulations and/or City policy.
  2. Primary residence required to be within 30 miles of the Gas Department.
