POSITION SUMMARY: The Procurement organization performs acquisition and contracting activities throughout the procurement lifecycle for engineering, design, fabrication, testing, manufacturing, and/or construction contracts in accordance with established policies and procedures. These activities include procurement planning, bidder prequalification, development of bidder lists, development of bid solicitation packages, bid analysis, negotiations, administration, change management, and contract closeout.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Acts as a department lead for the purposes of drafting, evaluating, negotiating and executing Procurement-related contracts. Serves as the single point of contact on contractual matters. Acts as a contractual "liaison" between company employees and suppliers, ensuring timely review and approval / reconciliation of deviations.
  2. Acts as the in-house expert for purposes of providing redlined recommendations negotiations with suppliers' attorneys or purchasing.
  3. Maintains contractual records and documentation such as receipt and control of all contract correspondence, supplier contact information, contract changes, status reports and other documents for all contracts.
  4. Makes recommendations on contract matters to Project Managers or other operational staff as well as to members of the NuScale Leadership team.
  5. Monitors competitive terms. Monitors satisfaction with our terms and conditions and contracting practices. Recommends changes.
  6. Produces and Manages Requests for Proposal (RFP), Requests for Information (RFI), and Requests for Quote (RFQ).
  7. Interfaces with ordering departments to ensure scope and technical requirements are clearly specified. Facilitates discussions with ordering departments and suppliers.
  8. Coordinates terms and conditions review with legal representation and Finance as necessary to ensure legal and other risks are minimized.
  9. Ensures contract closeout, extension, or renewal.
  10. Leads complex Procurement tasks (e.g., large purchasing agreements, alliance contracts) and manages strategic supplier relationships with little supervision or oversight.
  11. At times, engaging with and providing direction to other Procurement personnel in the pursuit of Procurement deliverables.
  12. Provides mentorship to other Procurement team members.
  13. Implements strategic initiatives and contracting processes to align with NuScale's company goals and objectives.
  14. Performs other duties as assigned.

  • Quality Assurance: Demonstrates understanding and implementation of quality assurance regulations, standards and guidelines of 10 CFR 50 Appendix B, 10 CFR 21, and NQA-1.

MINIMUM SKILLS, QUALIFICATIONS AND ABILITIES:
  • Education: A minimum of B.S. or B.A. in Supply Chain, Business Management, Finance, Economics, or related field required. Masters degree and/or Certified Purchasing Manager preferred.
  • Experience: Minimum of eight (8) years' experience in procurement and contract management in the nuclear or similar industry required.
  • Industry Requirements: Eligible to work under Department of Energy 10 CFR Part 810.
