Job Description

Savannah River National Laboratory is seeking forward-thinking professionals interested in exploring a technical career as a Nuclear Assurance Project Manager. This is a new position that will require the development of a new program utilizing matrixed resources from other organizations, providing planning, organizing and controlling of resources to support the development and execution of a critical nuclear assurance program to improve SRNL's overall posture to safely, securely, compliantly, and effectively manage nuclear operations to support world-class operations and research and development activities. This position will provide Nuclear Safety and Operations oversight using an integrated oversight process to foster a "Best-in-Class" nuclear safety culture. A solid nuclear safety culture is a foundational element to enable nuclear facility operations and our Research & Development organizations to safely execute our mission.

As a principal level position, the Nuclear Assurance Project Manager will work with management and leadership of facility operations and maintenance within the Operations & Facilities Directorate, Engineering, Nuclear and Criticality Safety, and Research and Development organizations to guide continuous improvement in nuclear regulatory compliance, nuclear safety, and operations to develop a risk-based graded approach nuclear assurance program. The Nuclear Assurance Project Manager is expected to have a diverse background with experience in Conduct of Engineering, Conduct of Maintenance, Conduct of Training, and corrective actions programs. Additionally, the Nuclear Assurance Project Manager will act on behalf of the Operations & Facilities Director when designated. Perform oversight, inspection, and assessment activities to ensure compliance with regulatory requirements, contractual requirements, and the effective implementation of nuclear industry standards of excellence. Support resolution of programmatic issues for the facilities including Safety, Conduct of Operations, Training, Procedures, Issue Management, Facility Operations Safety Committee (FOSC) and Facilities Readiness. Provide interpretation and assisting with implementation of regulatory requirements for SRNL nuclear facilities.

Responsibilities

Major Responsibilities
  • Provide feedback and recommendations on program improvements to the SRNL Director of Facilities and Operations concerning adequacy and effectiveness of programs, operational activities associated with meeting laboratory and regulatory requirements in the handling of nuclear materials, and the operation of nuclear facilities.

Other Responsibilities
  • Oversee implementation of SRNL regulatory policies and standards of performance in nuclear safety, operations, or other areas designated by SRNL Senior Leadership.
  • Perform risk-based assessments as well as the liaison of external assessments to improve nuclear operations.
  • Remain cognizant of normal day operations, issues reporting, and selective after-hours activities to monitor specific events.
  • Provide support to line organization interfaces regarding facility authorization basis and regulatory compliance requirements.
  • Lead and Participate in investigations and assessments to ensure activities are safely and correctly conducted.
  • Chair external and internal committees, boards, etc. at the direction of the Operations and Facilities Director.
  • Lead critical large scale process improvement efforts to improve nuclear operations and safety.
  • Be the primary interface with the Defense Nuclear Facility Safety Board and interact with DOE Facility Representatives and management.

Qualifications

Minimum Qualifications:
  • Technical BS degree in applicable science or engineering discipline with 15 Years of Nuclear Operations OR a combination of 20 years education and relevant experience which includes supervisory and/or technical experience in nuclear facility operations, testing, and maintenance will also be acceptable.
  • Experience leading and managing Hazard Category 2 nuclear facilities and/or activities.
  • Familiarity with implementation of safety basis and overall nuclear operations, engineering, and maintenance requirements.
  • Ability to effectively communicate technical matters in verbal and written formats.
  • Ability to communicate, and coordinate with all support organizations addressing nuclear and non-nuclear facility issues.
  • Understand application of a graded approach to for safe and efficient execution of day-to-day activities in nuclear facilities.
  • For ability to obtain and maintain a security clearance, US Citizenship is Legally Required

Preferred Qualifications:
  • Progressive senior leadership experience within a commercial, government, or military operations environment
  • Direct experience with matrix management and influencing through indirect leadership in a highly complex, matrixed, cross-functional organization.
  • In-debt knowledge of DOE Orders and standards to support all facets of nuclear operations.
  • Experience in leading implementation of major DSA/TSR revisions and restart/startup of nuclear activities.
