Description
Under the general direction of the Town Manager, the Director of Sustainability and Energy develops and administers programs and policy initiatives to advance Andover's sustainability profile. Specifically, this position will develop a climate and sustainability action plan to address climate impacts, and sustainability for the town and residents. The Director will work closely with Town Committees and Boards and will need a thorough knowledge of alternative energy program management, government, municipal and private energy trends.

Responsibilities
Oversee the Town's Energy efficiency and sustainability related programs.

Coordinate energy efficiency, recycling, water conservation, greenhouse gas reduction and environmental management programs for Town departments and residents.

Manages energy, waste, recycling and other environmental data collection efforts, establish goals and analyze progress.

Act as coordinator of Andover's designation as a Green Community, including representing the Town at Green Community events, coordinating and preparing annual reports and working with Departments to develop Green Community Grant applications and reporting.

Act as liaison to the Andover Green Advisory Board and attend monthly evening meetings.

Coordinate external requests for information related to sustainability issues and assist in the development of sustainability reports and communication.

Conduct outreach efforts to promote sustainability goals in Andover.

Work with the Andover Public Schools and Department of Public Works to develop recycling and sustainability outreach programs within school buildings.

Act as a liaison across Town departments, organizations and facilities on sustainability related issues.

Coordinate between and represents the Town with local, regional and state agencies on issues related to energy efficiency, greenhouse gas management, planning and transportation as they relate to sustainability issues.

Identifies opportunities for sustainability program funding and coordinates efforts to solicit funding.

Design and implements education, communication and training programs for citizens and Town employees.

Identifies Town-wide greenhouse gas baseline and tracks energy consumption in municipal and residential structures throughout Andover.

Reports information by uploading data into town-wide energy reporting systems.

Research energy, technology, infrastructure and project opportunities to help reduce energy consumption.

Develop, manages and administers community-wide social engagement programs that influence citizen behavior practices.

Establish alliances with Town business and industries to secure them as partners for the town's sustainability goal.

Work with Town Facilities Department to ensure municipal buildings are practicing the most effective sustainable practices.

Perform webpage management functions relative to division and areas of responsibility, including posting minutes and agendas, securing meeting space and updating annual reports.

Attend trainings, seminars, and trade shows to investigate new sustainable technologies and products.

Qualifications
Skills, Knowledge and Abilities

Must have a strong technical background in and knowledge of energy efficiency with the desire to problem solve and a natural curiosity to learn more about emerging sustainability practices.

Practice a collaborative leadership style to maintain effective working relationships with the community, Town boards and committees and staff.

Knowledge of state sustainability data, grants and regulations, budget management, climate change science, greenhouse gas emission models and sustainable standards.

Valid driver's license and flexibility to attend occasional night meetings.

Expert presentation and communication skills, including public speaking, interaction with local, regional, and state elected officials, as well as across town departments.

High proficiency with Microsoft Office and excel applications and the ability to analyze data. Ability to present data in an organized, effective and user friendly way.

EDUCATION AND EXPERIENCE:

Demonstrated project management skills and the ability to influence without authority.

Bachelor's Degree in Environmental Sciences/Studies/Engineering/Policy or related field, plus a minimum of five years of experience in program administration, sustainability planning, energy efficiency and/or grant writing. (Master's Degree is highly desirable but not necessary).

Previous experience in community engagement, marketing or promotion and social media outreach.

Experience developing public education/communication programs related to sustainability.
Supplemental Information
PHYSICAL ELEMENTS:

More than half the time work is performed in a typical office environment not subject to extremes in noise, temperatures, odors, etc.

Work can require walking for long periods of time, in and around construction sites or on rough terrain.

Regular local travel by vehicle in order to attend meetings.

Office and administrative duties are typically performed in a quiet setting but are subject to frequent interruptions.

Ability to operate standard office equipment (computer, calculator, phone, printer, copier, video display terminal).

FLSA Status: Exempt
