Job Purpose:

To lead and manage the Opportunity and Development responsible for identifying, evaluating, and maturing surface facility development opportunities that align with production strategies. To ensure effective integration of surface facility planning with subsurface / surface development and drives project maturation through concept selection, technical studies, and business case development.

Key Responsibilities:

Strategic & Technical Leadership
  • Lead the identification and framing of surface facility opportunities (greenfield, brownfield, debottlenecking).
  • Ensure alignment with strategic objectives, production targets, and long-term field development plans.


Project Opportunity Management
  • Maintain and update the Surface Project Opportunity Register / Funnel.
  • Drive concepts select studies, option evaluations, and value assurance reviews.


Cross-Functional Collaboration
  • Coordinate closely with Subsurface, Drilling, Operations, Maintenance, Project, and Development Planning to ensure holistic development planning.
  • Provide surface facility inputs to Development Planning and Major Project to ensure captured lesson learned addressed.


Governance & Assurance
  • Ensure that projects follow internal value assurance processes, technical standards, and stage-gate reviews. (Form 1 / Form 2).
  • Champion risk management, early HSE reviews, constructability, and operability assessments in early project phases.


People & Capability Management
  • Lead and develop a multidisciplinary team of engineers and planners.
  • Provide mentorship, coaching, and technical guidance to junior and mid-level staff to build in-house capabilities.
  • Foster technical excellence, innovation, and knowledge sharing within the team.
  • Identify and address capability gaps through training, performance feedback, and recruitment strategies.


Innovation & Optimization
  • Promote and evaluate innovative technologies, modular concepts, and cost-effective development solutions.
  • Identify infrastructure reuse, integration, and optimization opportunities across assets.


QUALIFICATIONS

Expected:

  • Bachelor's degree in chemical, Petroleum or Process Engineering (Master's Degree preferred).


Experience:
  • Minimum 15 years of experience in the upstream oil & gas industry for similar positions as Opportunity Development or FEED Project Lead/ Engineer, with at least 5 years in a leadership role.
  • Having experience at least two times managing full cycle of medium FEED Project in the upstream oil & gas industry.
  • Proven experience in surface facility development, concept engineering, and early-phase project planning.
  • Solid understanding of field development planning, upstream economics, and project maturation workflows.


Key Competencies:
  • Strong leadership, communication, and management skills
  • Strategic thinking and decision-making under uncertainty
  • Deep technical knowledge of surface production facilities
  • Familiarity with project management and value assurance frameworks including (Work Management System and Management of Change)
  • Proficiency in economic evaluation tools and development planning software
  • Demonstrated ability to work across functions and manage multidisciplinary teams including external consultants (for engineering study)
  • Proven ability to mentor, coach, and develop technical staff, fostering a culture of continuous learning and performance improvement
