Job Summary
The Specialist, Real Estate Management serves as the Civil Engineering (CE) senior Installation Management authority and primary point of contact for all real property, real estate, and housing/furnishings management operations at the Ankara Geographically Separated Unit (GSU). This role provides strategic direction, technical expertise, and direct oversight of asset accountability, compliance, and reporting. As a leadership position, it manages and mentors Installation Management cross-functional partnerships at Ankara GSU, ensuring day-to-day operations are executed in alignment with the contractual requirements of the UABOS Program Performance Work Statement (PWS), as well as Air Force Instructions (AFIs) and Department of Defense Instructions (DoDIs).
The Specialist holds primary responsibility for managing Ankara's GSU housing programs and advocating on behalf of military members, DoD School staff and approved civilian personnel to ensure access to safe, affordable, and high-quality housing. This role manages and operates housing referral services to provide suitable housing for personnel residing on the Turkish economy while also supporting Ankara's GSU housing and furnishings management.
In addition, the position oversees the accuracy of property records in the Automated Civil Engineering System (ACES)/NextGEN IT Program and other authorized databases, coordinates lifecycle planning, and ensures mission readiness through effective stewardship of Air Force assets. The incumbent represents Installation Management at high-level meetings, briefings, and inspections, working closely with leadership to support real property asset management, real estate, housing, and furnishings management, while contributing to the UABOS installation-wide and GSU strategic decision-making.

Note: Duties and responsibilities for this position may evolve based on the needs of the project and the organization. At Ankara GSU, different departments experience varying workload levels throughout the year. While some units face periods of high demand, others may experience slower activity.
To optimize workforce efficiency, maintain motivation, and strengthen team spirit, personnel from units with lighter workloads may be temporarily assigned to support those with heavier demands. Accordingly, the individual hired for this role may be required to perform tasks outside their primary duties, supporting other functions within Installation Management or across Ankara GSU during times of low workload in their own area or during urgent requirements in other units.

Roles and Responsibilities
Housing Referral & Real Estate Management (Primary Duties)
- Manage Ankara GSU housing programs, advocating for military members, approved DoD School Staff and approved civilian personnel.
- to ensure safe, affordable, and high-quality housing.
- Operate and maintain housing referral services, assisting members with locating off-base housing and finalizing agreements.
- Inspect off-base housing for damages or hazards before new contracts are signed and upon termination; ensure corrective actions are completed.
- Conduct safety inspections as requested by military members, approved DoD School Staff and approved civilian personnel.
- Maintain current housing availability listings and provide personalized assistance for off-base housing matters.
- Ensure members are informed of their Overseas Housing Allowance (OHA) levels and assist with estate agent fee reimbursements when applicable.
- Prepare Housing Referral Office rental agreements, condition checklists, and provide utilities guidance and translation/interpreter support.
- Act as liaison between members and landlords for negotiations, terminations, and dispute resolution, ensuring non-discriminatory practices.
- Develop and distribute community information brochures approved by Installation Management and 39th Air Force leadership.
- Identify, budget, advocate, and monitor programs to maintain and improve housing and furnishings assets, leveraging commander-approved O&M 5-year plans.
- Utilize Enterprise Military Housing (eMH) software database modules to conduct daily operations, ensure database accuracy, and provide required reporting.
- Support housing and furnishings management operations, including inventory control, issuance, and long-term planning.
Real Property Management (Secondary Duties)
- Support the accuracy and maintenance of the Real Property Inventory (RPI) in accordance with AFIs and applicable directives.
- Review and validate real property records, deeds, easements, licenses, and facility data for compliance.
- Direct and approve updates in ACES/NextGen IT and other authorized databases.
- Oversee data collection, facility inspections, and condition assessments for forecasting, lifecycle planning, and strategic investment.
- Inspect new and renovated facilities to ensure proper valuation and accountability.
- Perform periodic physical inventories, annual boundary inspections, and reconciliations with installation agencies, tenants, and MAJCOM/AFCEC.
- Track temporary use authorizations, property disposals, acquisitions, and off-base lease arrangements, including market surveys.
- Coordinate with Turkish Air Force and other stakeholders on facility acquisitions, modifications, and disposals.
- Contribute to audit readiness by maintaining accurate and timely property records for MAJCOM and HQ Air Force reporting.
- Provide advisory support to leadership on real property policy, compliance, and risk management.
- Represent the Real Property program at high-level meetings, briefings, and inspections.
- Train and mentor team members, promoting technical accuracy, accountability, and customer service.
General & Administrative Duties
- Perform daily administrative functions using Microsoft Office Suite and other required systems to prepare reports, communications, and documentation.
- Apply organizational and multitasking skills to meet deadlines with accuracy and attention to detail.
- Communicate effectively with clients, colleagues, leadership, and government officials in person, by phone, and electronically.
- Provide translation and interpretation support between English and Turkish for housing and property-related matters.
- Support office and storage space organization, including occasional lifting and handling tasks.
- Carry out additional tasks as assigned by the Operations Coordinator, Sr., or Installation Management leadership.
- Utilize advanced computer skills (Microsoft Office Suite, ACES / NextGEN IT Program, eMH, and other tools) to develop professional reports, presentations, and project documentation.
- Organize, track, and complete multiple deadlines, taskers, and suspense items accurately and on time.
- Work independently with minimal supervision while meeting performance expectations and maintaining discretion with sensitive information.

Basic Qualifications
- Turkish citizen.
- English language proficiency at Level III (speaking, reading, writing, and comprehension).
- Valid Class B driver's license.
- Bachelor's degree in a relevant field (e.g., Business Administration, Real Estate, Facilities Management, Public Administration, or Engineering).
- Minimum of 3-5 years of experience in housing management, real estate services, facilities/property oversight, or a related administrative management role.
- Strong communication skills with the ability to translate and interpret between English and Turkish in both written and verbal formats.
Preferred Qualifications
- Familiarity with Air Force Instructions (AFIs), Department of Defense Instructions (DoDIs), and contractual requirements under the UABOS PWS.
- Prior experience supporting or working within a U.S. Government contracting environment, particularly BOS-I or UABOS programs.
- Knowledge of Turkish housing customs, real estate practices, and regulatory frameworks.
- Experience conducting facility or housing inspections, preparing reports, and coordinating corrective actions.
- Background in real property record management, including validation of deeds, easements, and facility data.
- Prior involvement in audit readiness, compliance reporting, or lifecycle planning for facilities or housing assets.
- Proven ability to represent programs at high-level meetings, inspections, and briefings with both U.S. and host nation counterparts
