The Oklahoma Corporation Commission is seeking a Programs Manager VI (Energy Manager) to lead core areas of utility regulation-including cost of service, accounting, and financial analysis. Additional Job Description
Core work hours for the Oklahoma Corporation Commission are Monday through Friday, 8am-4:30pm. This schedule may require flexibility based on the needs of the agency. Evening or weekend work may be required based on seismic activity
Remote work may be required based on the needs of the agency, division, and program. Applicant must be willing and able to work BOTH on-site and remotely, generally in the applicant's home. Applicant must have a secure internet connection and Teams phone capabilities during scheduled working hours.

What You'll Do
In this position, you will:
- Lead financial accounting audits and studies for regulated utilities, including electric, gas, water, and cotton gin services.
- Identify and analyze regulatory and financial trends, and recommend policies on advanced topics such as cost of service and rate design.
- Guide and train staff on regulatory principles, fostering collaboration and team success.
- Develop and implement regulatory programs, strategic plans, and policy initiatives.
- Manage case reviews, including applications, cost of service studies, service changes, and financial conditions.
- Stay ahead of technological and regulatory developments, preparing analyses to inform Commission decisions.
- Review testimony, staff findings, and exhibits for accuracy; present expert testimony in Commission hearings.
- Represent the Division at conferences, stakeholder meetings, and policy discussions.
What We're Looking For
We're seeking a leader who combines technical expertise with strong decision-making and communication skills. The ideal candidate will have:
- Expert knowledge of auditing standards, utility accounting, financial analysis, and regulatory frameworks.
- Strong leadership ability with experience mentoring staff, building teams, and driving results.
- Analytical expertise in economic, operational, and financial theory, including quantitative modeling and statistical analysis.
- Outstanding communication skills-able to translate complex concepts clearly in writing, presentations, and testimony.
- Ability to manage multiple priorities under strict deadlines while maintaining accuracy and strategic focus.
Minimum Qualifications
- Bachelor's degree in accounting, management, finance, or a related field.
- At least five (5) years of relevant professional experience in utility regulation, accounting, finance, or auditing.
- Proven experience in leadership, staff training, and policy development.
