REPORTS TO: Water & Wastewater Operations Superintendent

LOCATION: Public Works - 102 Granberry St.

JOB CLASS: Full Time

WORK HOURS: 7A-4P, OT required

FLSA STATUS: Non-Exempt

Position Summary:

Under direct supervision of the Superintendent, the purpose of this position is to perform semi-skilled work in the daily operations of water wells, lift stations, and wastewater plant operations. Hours may vary, call time and weekend duty hours are required. Due to the nature of work, this position is subject to call-in due to planned emergency situations which may include; plant problem, SCADA system issues and any other city emergency where personnel are required.

Duties and Responsibilities:
  • Regular and timely attendance at work.
  • Responds to emergency call outs.
  • Day to day operations of water wells, lift stations, and wastewater plant.
  • Prepare daily, monthly and annual reports.
  • Understand, operate and repair the SCADA (Supervisory Control and Data Acquisition) system which monitors and controls our water and wastewater plants.
  • Perform preventive as well as service maintenance on equipment
  • Perform sample collections and testing as required and/or assigned.
  • Provide accurate and timely operation reports, inventory records, and numerous other reports as assigned.
  • Practice safe handling, storage and use of all chemicals used by the Operations Department.
  • Troubleshoot operations problems and plant processes, as needed.
  • Cross-train between water and wastewater operations as well as the maintenance department.
  • Performs general housekeeping.
  • Maintain required certifications and attend continuing job skills and safety training, as required.
  • Complete all paperwork related to job responsibilities.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals; ability to write routine reports and correspondence; ability to speak effectively.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals; ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several variables in standardized situations.
  • Knowledge of and ability to use Excel and Microsoft Word.
  • Ability to operate a vehicle for City business, back-hoe, hand tools, gas detector, self-contained breathing apparatus, dissolved oxygen meter, P.H. meter, voltage meter, megger, and analyzers.
  • Ability to adjust chlorine and sulfur dioxide as needed.
  • Knowledge of basic tools and equipment.
  • Knowledge of TCEQ rules and regulations.
  • Ability to determine repair and maintenance needs.
  • Ability to understand legal requirements of job to accomplish the mutual goals of State and Local Government.
  • Ability to perform in-house training as needed.
  • Knowledge of pump and motor service and repair.
  • Ability to work effectively in a diverse environment in extreme conditions.
  • Ability to pass a required background check, physical and drug screen.

Minimum Requirements:
  • High School Diploma or equivalent.
  • Must be able to pass background investigation, physical and drug screen.
  • Valid Texas Driver's License.
  • Must be able to acquire class "C" Ground Water Treatment Operator license and Class "C" Wastewater Treatment Operator license within three years of hire date. Not obtaining the required license in the amount of time specified will result in probation or termination.
  • Experience in the operation of light to medium trucks, front-end loader, and generators.
  • Possess the ability to work with minimal supervision.

Essential Position:

The types and levels of emergency services provided by the Fire/Police department, together with a consideration of the structures and occupancies comprising the community, and the configuration of the fire department dictates the essential job tasks of fire department members/employees. This is a position that is essential to the provision of emergency services during and/or following a disaster. Employees in this position may be required to remain on duty during a man-made or natural disaster despite a general evacuation order for the area. Such employees are also expected to remain available for their normal shifts and for recall to emergency duty unless specifically released by Fire/Police Department Management to evacuate. Employees in this position are specifically advised to plan accordingly for these circumstances and that any failure to adhere to these requirements may result in disciplinary action up to and including termination.
