GENERAL PURPOSE:
Under general supervision, oversees and supervises the treatment of wastewater collected from the City of Belton to ensure all local, state, and federal regulations are met; maintains records and data for reports and planning; trains and guides operations in their duties; and assists the Superintendent in Division planning and project management.

- Plans, directs, coordinates, and reviews the work of assigned staff; assigns tasks and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
- Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the assigned unit/area and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops or assists with developmental work plans for staff; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary.
- Performs major calculations for establishing operations changes and assists and supervises operators in all aspects of their duties as needed.
- Supervises and assists operators in the completion of all sampling and testing and verifies the results for operational monitoring and compliance testing; establishes and manages off site sampling and testing; and coordinates all outsourced sampling and testing to ensure the proper completion and reporting of annual Quality Assurance testing.
- Assists in scheduling continuing credit training for operations licenses; schedules operators for Citywide training sessions; develops and implements training for new operators and new equipment; creates and reviews Standard Operating Procedures (SOPs) for all operational and laboratory tasks; and assists the Superintendent in administering the City Safety and Loss Prevention programs.
- Compiles and approves discharge monitoring reports to the state and federal agencies; prepares reports for the Superintendent for budgets, reports to Administration, and other entities.
- Compiles data and submits State Operating Permit Renewal Application to the State of Missouri Department of Natural Resources
- Establishes daily and long-term plans for operations; coordinates repairs with maintenance staff or contractors; attends planning and development meetings; and assists the Superintendent in personnel issues, budget, and project planning.
- Maintains records for reports and planning purposes; maintains personnel files; and monitors and documents observations on construction projects.
- Purchases supplies and materials for the operation of the treatment facility.
- Performs some of the Superintendents duties in his/her absence which may include approval of timecards, purchase orders and final reports.
- Supports the relationship between the City of Belton and the constituent population by providing excellent customer service; promotes the City goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work-related issues, client records and City information; and performs related duties as required or assigned.
- Ensures that job duties are completed in strict adherence to established safe work practices.
MINIMUM QUALIFICATIONS:
Required knowledge, skills, and abilities:
- Operations, services, and activities of a City Public Works Department and wastewater operations and maintenance functions.
- EPA, DNR, APWA, and WEF materials, manuals, technical drawings and blueprints, local building codes and repair manuals.
- Mathematics, hydraulics, statistics, and engineering principles.
- Efficient methods and procedures for scheduling and accomplishing wastewater infrastructure maintenance services.
- The operation of a variety of equipment and tools used in wastewater maintenance and repair.
- Structure, organization and inter-relationships of city departments, agencies, and related governmental agencies and offices affecting assigned functions.
- Effective communication principles and practices.
- Reviewing, reading, analyzing, and interpreting equipment repair and maintenance manuals, blueprints, and technical drawings.
- Principles and practices of governmental budget preparation and administration.
- Records management methods and techniques.
- Project management practices and techniques.
- Establishing and maintaining effective working relationships with staff, management, vendors, outside agencies, community groups and the general public.
- Safely operating and using various heavy equipment and hand tools associated with wastewater maintenance and repair functions and excavation equipment.
- Interpreting codes, ordinances, and policies
- English usage, spelling, grammar, and punctuation.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
- Principles of supervision, training, and performance evaluation.
Education and Experience:
- High School Diploma/GED supplemented by college coursework in Civil or Mechanical Engineering, Chemistry, Biology, Environmental Planning, or related field.
- Three years of experience with wastewater operations and operations of heavy equipment related to wastewater maintenance and construction work, that includes one year of leadwork or supervisory responsibility; OR an equivalent combination of education, training, and experience.
- Possession of a valid Missouri Wastewater Operator License Class B.
- Other licenses/certifications such as Class B CDL and MWEA Voluntary Wastewater Analyst Certificate may be required within a specific time period after hire.
Physical Requirements:
- Work is generally performed in a standard office environment with some work being performed in the field.
- Required to lift and carry items weighing up to 80 pounds.
- Exposed to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals, and infectious disease when working at or conducting on-site inspections of wastewater infrastructure construction, maintenance and repair projects and other related duties.
