Community Workforce Development is currently hiring for a new grant-funded position located at PCC's Opportunity Center at 42nd Avenue. Funding for this position is through a grant currently funded through December 2029. This position will provide services at multiple locations such as the Willow Creek Opportunity Center so travel is required.
The Opportunity Centers host career exploration and preparation activities, a range of credit and noncredit training programs, relationship-building with community and community-based organizations (CBOs), and employer recruitment. We strive to close opportunity gaps, prepare students for success in training and education, and to provide integrated services to support equitable student success.
This new position, as part of the Portland Clean Energy Fund's (PCEF) Collaborating for Climate Action project, is designed to recruit and support participants with navigating careers and educational opportunities within the clean energy/technology industry. This individual will design and teach curriculum for an on-ramp, non-credit class called "Discover Clean Energy" and connect with community-based organizations and events to recruit students.
This position is contingent upon the renewal or acquisition of additional funding. Layoff is determined by seniority.

Starting Salary Expectations
The first two steps of the range are: $54,877.00 to $61,881.00 per year. Higher salary placement may be available based on qualifications, experience and internal equity.

What You'll Do and Who We Are Looking For
Clean Energy Trainer/Education Specialist
Candidate Profile
- Designs short-term workforce training programs for a diverse student population. Duties include the development of customized curriculum, assessment instruments, and competencies for completion and student evaluation methods.
- Liaises with other PCC academic departments in developing the training program as one of the goals of the training is to support enrollment of diverse student populations into targeted pathways related to the project.
- Advises and assists students/clients in establishing educational and career goals in clean energy/technology.
- Develops, coordinates, and facilitates recruitment strategies for the designed training program, which includes, but is not limited to, tabling at community resource events or college and career fairs and participating in other public forums.
- Conducts strategic outreach to community-based organizations to support their staff and clients in navigating PCC's climate action programs.
- Develops partnerships with local community-based agencies and high schools in identifying and recruiting targeted student/client populations.
- Liaises with industry partners to support curriculum development and contribute to the classroom experience.
- Evaluates and screens program applicants. Assesses student/client needs through interviews or evaluating test scores.
- Assists students/clients in the enrollment process including referring to appropriate college services for specialized assistance or counseling.
- Develops and implements programs or events to assist students/clients in transitioning to an educational environment.
- Researches labor market information, employer needs, program capacity and student needs in order to develop new and innovative programs and curriculum.
- Performs other related duties as assigned.

- Experience working with diverse populations.
- Proven ability to establish positive and collaborative relationships with colleagues, employers, and community-based partners.
- Customer-service mindset when supporting CBO partners and proactive mindset in developing new partnerships.
- Demonstrated ability to track and assess program outcomes, client progress, and the impact of the services provided and use of data to help refine and improve the support offered to students.
- Experience guiding students in setting and achieving their education and career goals through personalized coaching and support.
- Ability to travel to multiple locations such as the Willow Creek Opportunity Center, Swan Island campus, Sylvania campus, and Rock Creek campus on a weekly basis.
- Flexibility to attend events in the evenings or weekends when required.
Minimum Qualifications

- Bachelor's degree in Education, Human Resources Management, Business Administration, Social Science, Communications, or related field. Experience performing the duties of this job may substitute for the degree requirement on a year-for-year basis.
- Two (2) years of professional experience in an educational or training environment is required.
- Demonstrated experience working with college students, individuals from low-income communities, developmentally or physically disabled adults, or at-risk populations.
