Description
The Compliance Specialist plays a crucial role in overseeing and monitoring the Oil and Gas Operations of Lonesome Dove Petroleum Company and the Refinery and Terminal Operating Agreements that are managed by the Authority. This position reports to Staff Counsel.
Duties and Responsibilities
Ensures accurate and timely payments are received by the Authority from oil and gas leases.
Reviews and monitors terminal and refinery operating agreements for compliance with the various obligations owed by refineries and terminals.
Compliance Specialists identify potential areas of concern with the various leases and the agreements and engage with Legal, Finance and other relevant VIPFA departments to develop strategies to mitigate those risks, including implementing preventative measures and response plans.
Records in accounting software payments received, and expenses incurred from Oil and Gas lease operations to verify payment compliance and prepare reports on the status thereof for management.
Communications. Compliance Specialist communicates orally and in writing with Oil and Gas Operators and Refinery and Terminal Operators regarding compliance with the requirements under their respective agreements.

SUPERVISORY CONTROLS
This position reports directly to the Director of Business Administration, who supervises all the work and activities surrounding the position. The job performance will be reviewed in accordance with departmental standard operating procedures, regulations, and as detailed in the Virgin Islands Public Finance Authority Handbook.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to lift up to 20 pounds. Must be able to communicate effectively on the phone and in person and speak clearly in order to communicate information. Must be able to have vision that is adequate to read voluminous documents, forms, handbooks and work at a computer screen for at least half the day. Must have high manual dexterity. Must be able to reach overhead and below the knees to work, must be able to bend, sit for an extended period of time, stand, stoop, crouch, reach, knee, twist and turn.
WORK ENVIRONMENT
Work is performed in an office setting. The work environment characteristics described here are representative of those employee encounters while performing the essential functions of this job. The noise level in the work environment is usually average.

Specific tasks include but are not limited to:
- Reviews and analyzes agreements and leases to verify compliance and identify potential compliance issues.
- Reviews and analyses Division Orders, Communitization Agreements and correspondence and other related documents pertaining to Oil and Gase lease operations to identify and resolve potential issues.
- Researches the status of oil and gas wells owned by the Authority to determine if wells are currently producing.
- Investigates payment/non-payment trends of royalty payments for oil and gas leases and resolves the collection of outstanding royalty payments.
- Recommends and develops standard operating procedures to ensure compliance with contract and lease requirements.
- Monitors and reports on key performance indicators related to compliance with leases and agreements.
- Collaborates with internal and external stakeholders of the Government of the Virgin Islands to ensure a coordinated approach to compliance with Refinery and Terminal Agreements.
- Identifies, investigates, and reports on compliance issues, irregularities, and violations related to the Agreements and Leases to Staff Counsel and the Director of Finance and Administration.
- Other related duties as assigned.
Minimum Qualifications
Education and Experience:
- A Paralegal certificate or Associate degree or BS or BA Degree in Business, Finance, or Accounting, with three (3) years of progressively responsible experience.
- An equivalent combination of experience, education, and/or training may be substituted for the listed minimum requirements.
