Description/Duties
The current vacancy is in the Energy Services Supervisor Assignment; however, this recruitment may be used to create an Eligible List to fill future vacancies in other assignment areas.
An Energy Resources Gas System Supervisor is responsible for supervising and coordinating the construction, installation, maintenance, repair, and regulatory compliance of the City's natural gas utility services work and distribution systems. Areas of assignment include: Compliance, Construction, and Energy Services. Duties include: scheduling and coordinating required and regulated training for subordinate staff; reviewing work; participating in hiring processes; initiating disciplinary actions; evaluating employee performance; and overseeing contractors. As a supervisor, this class handles difficult customer and public contact situations and spends a considerable amount of time doing follow-up and troubleshooting work. An employee of this class is subject to adverse weather conditions, and work is performed under the hazardous conditions associated with natural gas. This class is also subject to a rotation to any of the assignments below. This class performs related duties as required.
Compliance Supervisor Assignment: Plans, develops, and trains Energy Resources Department (ERD) and contract employees in regards to regulatory requirements for gas and electric system operations, and manages the apprenticeship programs and other related training programs. Duties include: supervising the work of Energy Resources Compliance Specialists and Training and Safety Specialist; conducting needs-analyses of training material and associated regulatory programs to ensure compliance; developing training programs and modules used to train internal and contracted employees on the safe operation and repair of gas and electric utilities; and maintaining department training records and professional development hours for ERD employees. This assignment has full responsibility for administering and managing apprenticeship programs, including coordinating, advising, and recommending approval of procedures for the registration of apprenticeship programs; and for establishing quality thresholds for each program.
Construction Supervisor Assignment: Ensures the timely installation and construction of utilities infrastructure prior to land development and the timely maintenance and repair of existing utilities infrastructure. Duties include: supervising the work of Gas System Crew Leaders and Gas System Inspectors; coordinating materials for construction jobs; redesigning project plans to fit the physical condition of the job site; and coordinating emergency repairs with the media, fire department, business owners, and others. Although a certain amount of time is spent on-site at various projects, greater emphasis is placed on project planning and project coordination activities.
Energy Services Supervisor Assignment: Supervises assigned staff in the installation, maintenance, and repair of gas regulators and meters. Duties include: supervising the work of Utility Service Specialists; enforcing the specifications and standards of the natural gas distribution system; redesigning project plans to fit the physical condition of the job site and coordinating emergency repairs; and supervising the installation, removal, activation, and coordinating all work activities required in the relocation of City gas services.
An employee in this class is expected to exercise considerable initiative and independent judgment in resolving day-to-day operating problems. An employee in this class is required to use appropriate safety equipment and follow safety procedures in performing assignments. This class is subject to 24-hour emergency call-out and is responsible for performing the Pipeline and Hazardous Materials Safety Administration (PHMSA) emergency response functions by receiving gas leak notifications, assessing their severity, and determining appropriate action to include the immediate dispatching of personnel to the scene. Supervision is received from an Energy Resources Gas System Administrator who reviews work through meetings, reports, and overall results achieved. This class is FLSA exempt-administrative.

Qualifications & Requirements

Minimum Qualifications Required. Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Engineering, Business Administration, Business Management, Organizational Management, or related field; and three years full-time employment in at least one of the following technical gas utility areas: regulatory safety compliance including design and implementation of training programs; design; construction; maintenance; repair; operations; leak survey; or corrosion control AND two years of lead or supervisory experience in a gas utility or related field. Experience must be in one or more of the following components: gas mains, city gate stations, pressure regulator stations, gas service lines, gas meters, or SCADA systems. One year of experience as a City of Mesa Utility Service Specialist, Gas System Inspector, or Energy Resources Compliance Specialist can substitute for the two years of lead or supervisory experience.
Special Requirements. Must possess a valid Class D Arizona Driver's License by hire or promotion date. Must be able to successfully complete the City of Mesa's operator qualification requirements within six months of hire or promotion date. Must complete Department of Transportation (DOT) Reasonable Suspicion Training for supervisors within 30 days of supervisory assignment of DOT safety sensitive employees. Must successfully complete National Incident Management System (NIMS) 700 training within six months of hire or promotion date.
Substance Abuse Testing. This class is subject to DOT drug and alcohol testing as outlined in 49 Code of Federal Regulations (CFR) Part 199 for PHMSA.
CDL Training Assignment: Subject to DOT Federal Motor Carrier Safety Administration (FMCSA) drug and alcohol testing as outlined in 49 CFR Part 382.
Preferred/Desirable Qualifications. Thorough working knowledge of CFR, Part 192, as it applies to the construction and maintenance of a large natural gas distribution system is preferred. Membership or affiliation with organizations such as the American Gas Association (AGA) is desirable.
