Your Impact

As the Joint Trench Program Manager, you'll drive Frontier's greenfield fiber expansion strategy in Texas. This highly field-based role ensures Frontier is first to trench and first to serve by proactively engaging with developers, contractors, and municipalities before vertical construction begins. By securing joint trench participation early, you'll accelerate deployment timelines, reduce construction costs, and position Frontier as the provider of choice for new residential and MDU communities. Your ability to build relationships, anticipate opportunities, and coordinate stakeholders will directly fuel customer growth and strengthen Frontier's long-term market presence.
Core Responsibilities

Developer & Stakeholder Engagement

• Build and maintain strong relationships with developers, contractors, and city planning departments.
• Represent Frontier at preconstruction meetings, site visits, and planning sessions to secure joint trench participation.
• Advocate for Frontier's interests while ensuring alignment with external stakeholders.

Opportunity Identification & Qualification

• Scout and qualify greenfield residential and mixed-use developments through permitting activity, site plans, and direct outreach.
• Maintain a centralized tracker of development opportunities, timelines, and key contacts.
• Provide local intelligence to inform long-term fiber expansion strategy.

Program Execution & Coordination

• Partner with engineering, permitting, construction, sales, and MDU teams to align timelines and resource needs.
• Support permit acquisition, workprint reviews, and engineering coordination for joint trench builds.
• Participate in weekly triage and status meetings to ensure cross-functional progress and accountability.

Construction Alignment & Issue Resolution

• Coordinate conduit delivery, trenching schedules, and on-site logistics with contractors and builders.
• Anticipate risks or conflicts in construction activities; escalate and resolve proactively.
• Monitor market and development trends to inform Frontier's investment and prioritization decisions.

Core Experience

Education & Background

• 3+ years of experience in land development, telecom, utilities, construction coordination, or municipal planning.
• Strong understanding of greenfield subdivision development cycles, fiber deployment, and joint trenching practices.

Skills

• Proven ability to work independently in the field with minimal oversight.
• Strong project coordination and multitasking skills; able to manage multiple developments simultaneously.
• Excellent interpersonal and communication skills, with the ability to influence external partners.

Tools

• Proficient with Microsoft Excel, Teams, Outlook, and SharePoint.
• Experience with permitting systems, site plans, and project trackers is a plus.

Mindset

• Relationship-driven and customer-focused with a proactive, solutions-oriented approach.
• Self-motivated, highly autonomous, and adaptable in a fast-paced, field-driven environment.
• Willingness to travel frequently across Texas to maintain visibility and presence with stakeholders.

In addition to wages, employees may also be eligible for performance and referral bonuses, production incentives, tool/equipment and fuel stipends, company vehicle, per diem or other applicable compensation. Base Pay Range

$35-$38 USD
