Job Description
The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas, is seeking a Manager IV-VI to manage the Market Oversight Section of the Gas Services Department of the Oversight and Safety Division. This individual will perform advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the section's plan, goals, and objectives; developing procedures and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within the section. Supervises the work of others. Due to the nature of this position, this individual will also be required to perform routine to complex financial analysis work to include reviews of rate change and other applications filed with the Commission. Work involves analyzing utility reports, testimony, accounting records, contracts, and other pertinent information for compliance with accounting standards, state laws and Commission regulations, and reasonableness of costs. Work under moderate to limited supervision with latitude for use of initiative and independent judgment. Occasional travel may be required. Work is performed under the general supervision of the Division and Department Directors.

Essential Job Functions
- Direct and organize program activities and/or business functions; establish goals and objectives that support the strategic plan; identify problems, evaluate alternatives, and implement effective solutions; develop and evaluate policies and procedures; prepare reports; communicate effectively; and effectively supervise the work of others.
- Analyze various utility filings to determine compliance with Texas Utilities Code, Commission rules, and Commission policy.
- Prepare and review written and/or oral expert testimony for use in contested utility rate proceedings. Work closely with attorneys and other professional staff throughout the various stages of contested cases.
- Testify as a witness on behalf of Commission Staff in contested rate cases.
- Participate in and lead rulemaking and other policymaking activities, in coordination with other divisions.
- Conduct investigations of compliance by natural gas utilities, common carriers and propane distribution companies with Texas Utilities Code, Commission rules, and Commission policy.
- Continue professional development to increase knowledge of utility ratemaking, including maintaining current knowledge of Texas laws and rules, and Federal Energy Regulatory
Commission (FERC) accounting rules. - Mediate informal natural gas industry disputes.
- Respond to inquiries from utilities, Commission staff, other government agencies, and the public regarding utility rate issues and competitive matters.
- Prepare, in conjunction with other staff as necessary, reports as required by the legislature, Commission action, or as directed by managers.

Qualifications:
Minimum Qualifications
- Bachelor's degree in Business, Finance, Accounting, Economics, or other related field of study.
- Three or more years of experience in utility rate determination, utility accounting, or utility management.
Preferred Qualifications
- Graduate degree in a related field of study.
- Experience in the management and direction of a program relevant to the assignment.
- Experience leading teams of analysts or serving as a senior analyst.
- Strong interpersonal and communication skills with the ability to work effectively within a diverse group.
- Prior work experience with a utility, utility representative, or utility regulatory commission.
- Experience analyzing transactions between regulated utilities and their affiliates.
- Understanding of and experience dealing with utility ratemaking principles and the ability to evaluate a utility's cost of service, including revenue, expenses, rate base, cost of capital, cost allocation, and rate design.
Knowledge, Skills, and Abilities
- Skill in establishing plans and setting objectives and goals that support an overall business strategy.
- Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.
- Proficiency with Microsoft Office applications, particularly Microsoft Excel.
- Knowledge of the FERC Uniform System of Accounts, Texas Utilities Code, and applicable Texas Administrative Code.
- Ability to effectively plan and organize several tasks, write concise persuasive testimony, and defend positions through oral testimony.
- Ability to work independently and exercise sound judgment when dealing with complex and controversial issues.
- Ability to coordinate projects within the division and with other divisions.
Must demonstrate excellent communication, writing and organizational skills. - Ability to maintain working relationships with internal/external stakeholders and be open to feedback from supervisors on work performance standards.
- Ability to respond to high pressure situations and meet changing demands and timelines.
- Ability to learn new regulations and standards to ensure compliance.
