General Description of Role and Responsibilities:
- Lead and supervise the construction of airfield pavements (runways, taxiways, aprons, and associated infrastructure).
- Review, approve, and monitor pavement design, materials, and construction methodologies.
- Ensure full compliance with ICAO, FAA, or equivalent international standards for airfield pavements.
- Oversee and coordinate field and laboratory testing for materials such as asphalt, concrete, and subgrade layers.
- Manage the contractors work progress, schedules, and quality assurance/quality control (QA/QC) procedures.
- Provide expert judgment on technical issues, construction methods, and design changes.
- Conduct regular site inspections to verify compliance with drawings, specifications, and approved procedures.
- Chair technical meetings with the Client, consultant, and contractor, ensuring issues are resolved promptly.
- Coordinate with design consultants, safety officers, and testing laboratories to ensure smooth project delivery.
- Review method statements, ITPs (Inspection & Test Plans), and material submittals.
- Supervise Senior Engineers and Inspectors, involved in pavement and airfield works.
- Manage Commercial/Contract Team for Payments, Variations and Claims.
- Prepare weekly/monthly progress reports and technical assessments for management and Client review.
- Perform other duties as assigned by the line manager/supervisor.
Qualifications, Experience, Knowledge and Skills:
- Bachelors degree in Civil Engineering (Masters degree preferred).
- Minimum 15-20 years of experience in infrastructure or airport pavement engineering, with at least 10 years in a senior/resident role.
- Proven experience on runway/taxiway/apron construction or rehabilitation projects.
- Strong understanding of FAA AC 150/5370, ICAO Annex 14, or equivalent specifications.
- Strong understanding of all Contractual and Commercial Matters.
- Demonstrated leadership in managing large, multidisciplinary supervision teams.
- Knowledge of airfield drainage, lighting ducts, and associated civil works is a plus.
- Excellent communication, reporting, and coordination skills.
- Professional Engineer (PE/CEng) or PMP certification preferred.
- Ability to communicate effectively verbally and in writing in English.
