Position Summary
We are seeking a Project & Country HSE Specialist to join our team in Rotterdam.
This hybrid role is responsible for the effective implementation of Health, Safety, and Environment (HSE) policies and practices across project sites and country-level operations. It combines hands-on support for project execution with strategic oversight of national HSE compliance, culture, and performance. You will work closely with project teams, business units, and external stakeholders to foster a world-class safety culture and ensure regulatory compliance.

It combines hands-on support for project execution with strategic oversight of national HSE compliance, culture, and performance. You will work closely with project teams, business units, and external stakeholders to foster a world-class safety culture and ensure regulatory compliance.
Key Responsibilities
Project-Level
- Serve as the HSE focal point during all phases of project execution, including site preparation, installation, and commissioning.
- Review project scopes, tenders, HSE plans, and subcontractor qualifications.
- Conduct site visits and audits to evaluate HSE effectiveness and close execution gaps.
- Lead incident investigations and root-cause analyses; ensure corrective and preventive actions are implemented.
- Support the development of Activity-Based Risk Assessments (ABRA).
- Maintain HSE records and present progress reports.
- Coordinate ISO 14001, ISO 45001, and Safety Culture Certification audit programs.
- Provide HSE training, coaching, and day-to-day support to project teams.
Country-Level
- Ensure national compliance with HSE legislation and fiduciary duties.
- Lead the development, implementation, and continuous improvement of HSE policies and practices.
- Represent the company on HSE matters with authorities, clients, and external auditors.
- Drive behavioral change and performance improvement through training and engagement programs.
- Facilitate risk management processes and escalate emerging risks as required.
- Monitor and report on key performance indicators (e.g., LTIFR, TRIFR, incident closure rates).
- Ensure emergency response plans are in place and tailored to each business location.
Qualifications
Education
- Bachelor's degree in HSE or a related field.
- Postgraduate studies in HSE/OHS (Hogere Veiligheidskunde niveau 1, HVK).
Experience
- Solid professional HSE experience in project environments.
- Experience in construction and electrical safety.
Certifications
- Professional safety certification (e.g., VCA).
Skills & Competencies
- Strong leadership, communication, and influencing skills.
- Solid knowledge of local and international HSE regulations.
- Proven change management and mentoring capabilities.
- High proficiency with digital tools and management systems.
- Creativity, innovation, and results orientation.
- Fluent in English and Dutch (spoken and written).
