Job description
Are you an experienced project manager with a passion for improving access to the countryside for everyone?
We are looking for a knowledgeable and dedicated Project Manager to join the Public Rights of Way team. You will project manage the delivery of small capital funded public rights of way projects, which will increase the accessibility of the council's 320km network of footpaths, bridleways and restricted byways.
Projects will focus on path bridge replacement; riverbank stabilisation and other path furniture accessibility improvement works, all of which will contribute to the council's efforts to meet the 4 core commitments of The Council Plan - Creating equal opportunity, Finding innovative ways to make the city more affordable, Tackling climate change, and Improving health and wellbeing.
In delivering these projects you will lead on and manage external contractors to assess project feasibility, prepare outline designs, conduct procurement processes, ensure construction is supervised, manage all financial project related matters and reporting, and lead on stakeholder liaison in accordance with current legislation and Council policy and objectives.
The ideal candidate
We are seeking a professional individual with a good understanding of Construction Design and Management Regulations and CDM roles relevant to PROW construction or similar projects. A good understanding of PROW legislation would also be beneficial. You will be a skilled communicator, capable of managing stakeholder relationships and delivering projects on time and within budget.

Key responsibilities
- Lead and manage the successful delivery of PROW projects, ensuring compliance with relevant legislation and policy from scoping and initiation through to handover once completed.
- Prepare and present reports to Transport Board (including Transport Steering Group) and the Executive Member where required for the purpose of project governance, including stage gates and decision points, financial and progress monitoring of the project
- Monitor project risks and implement mitigation strategies to overcome challenges.
- Work with internal and external partners, including contractors, landowners, local residents, and community groups, to coordinate and implement project goals.
Qualifications and skills
- A relevant degree or equivalent experience in project and programme management/ public rights of way/ access management.
- Experience in PROW work, including managing multi-disciplinary projects from conception to completion.
- Excellent communication, negotiation, and report-writing skills.
- A valid driver's license and the ability to access remote sites across challenging terrain.
