Position
An exciting new opportunity has arisen for a Procurement Manager. The Institute does not have a procurement services function, so your role will be to establish the function and implement a procurement strategy and policy across the Institute.
ROLE PURPOSE
The post-holder will establish and lead the Institute's Procurement Services function. You will create a centrally coordinated highly effective procurement service with strong execution capability. You will deliver substantial and sustainable savings and be an integral strategic partner with research support teams, operational teams and supply chain partners.

TERMS AND CONDITIONS

The Alan Turing Institute is based at the British Library, in the heart of London's Knowledge Quarter. We expect staff to come to our office at least 4 days per month. Some roles may require more days in the office; the hiring manager will be able to confirm this during the interview.

DUTIES AND AREAS OF RESPONSIBILITY
- Develop and lead a commercially focused procurement function that aligns with and supports the Institute's strategic objectives
- Foster a collaborative approach to procurement across all departments, ensuring a unified and efficient process
- Design, implement, and manage a comprehensive procurement and supply chain strategy, including the development of the overall supply chain management framework, policies and procedures
- Engage key stakeholders throughout the process to ensure alignment with organisational goals
- Establish and oversee a robust contract management process, ensuring all high-risk and major contracts include appropriate commercial and performance management measures
- Develop and maintain a supplier relationship management framework aimed at maximising commercial benefits, enhancing innovation, and fostering strong partnerships
- Analyse and rationalise the supply chain, identifying spend categories with multiple suppliers
- Lead the procurement process to streamline these categories, establishing a vetted list of preferred suppliers with appropriate contractual arrangements in place
Requirements
- Knowledge of contract and supplier management
- Negotiation and commercial acumen with a proven experience of achieving cost savings and sustainable benefits through effective negotiations
- Experience in a similar role and understanding the importance of working collaboratively
- Ability to analyse both financial and non-financial information and identify commercial opportunities
- Demonstrate a long-term strategic vision/understanding to help balance immediate requirements against long-term needs
- Excellent analytical, strategic and stakeholder management skills
- Excellent negotiation and relationship management skills
- Ability to manage multiple procurement priorities and the associated expectations
