Job Summary

The Associate Project Manager is a senior member of the supervision services team. He works closely with Senior Project Managers and Project Managers for the management of supervision projects, including team management, schedule and cost control, quality and HSSE management, risk management and client management throughout the project lifecycle. He is also expected to lead non-complex supervision projects, as needed. He works closely with construction supervision teams for the delivery of construction supervision projects in accordance with project budgets and schedules while satisfying the projects' technical and quality requirements. He supports Project Managers with client management and contractor management activities, as needed. He leads supervision teams during all stages of supervision projects, including pre-construction activities, construction activities and Hand-Over and Defects Liability Period activities. The jobholder shall stay abreast of the latest trends and developments in the construction supervision space and adopt best practices, where applicable.

Key Responsibilities (Financial)

  • Develop detailed project budgets for non-complex supervision projects
  • Monitor and manage project budgets and resource allocation, ensuring the adherence to allocated budgets and investigate reasons for budget overruns

Key Responsibilities (Customer Focus)

  • Support the coordination with client counterparts to finalize project commencement orders, as needed
  • Coordinate with local authorities to obtain required approvals, licenses, permits etc. for supervision projects and forward copies of design NOCs and approvals to contractors, as needed
  • Support Senior Project Managers and Project Managers in managing client relations, including managing project expectations, sharing project progress and issues / risks and responding to client clarifications on technical and contractual issues
  • Ensure client satisfaction with construction supervision services

Key Responsibilities (Internal Business Process)

  • Obtain the necessary documents from the design Project Manager prior to the commencement of the works (contract documents, design NOC's) and issue them to the contractor and client for signature
  • Lead internal and external project kick-off meetings with clients and contractors to plan commencement of works
  • Review and comment on the contractor's work program's compliance with client and contract requirements
  • Review, comment and follow up on finalization of contractors' submittals, including staffing proposals, organization charts, shop drawings, method statements, project procedures, traffic management plans, etc.
  • Verify and communicate project scope baseline, including goals, deliverables and success criteria to stakeholders
  • Develop risk management plan, identify potential risks and corresponding contingency plans
  • Monitor supervision project schedules and investigate reasons for delays with contractors
  • Monitor contractor's daily activities and resource allocation against plan
  • Check the versions of the drawings and specifications to ensure that all parties are using the revised construction drawings which are aligned with the right design
  • Review, assess and respond to all claims raised by the contractor regarding scope, schedule and cost changes of projects and manage variation orders with client and contractors in coordination with Project Managers
  • Review contractors' Requests for Information (RFIs) and liaise with local design support teams to obtain required information on queries related to design documents
  • Coordinate with the QA/QC Engineer for periodic quality inspections on contractors to ensure that all quality issues are raised and non-conformities action plans are developed and implemented
  • Coordinate with the HSSE Engineer for the implementation of HSSE procedures and a safety inspection regime on sites
  • Closely work with Site Engineers for inspection of works according to contractors' Requests for Inspection forms
  • Closely work with Material Engineers for materials testing, including checking materials samples against specifications, approval of materials testing laboratories, inspection of batch plants, etc.
  • Review and comment on the contractors' testing and commissioning plans
  • Agree with the contractors on the procedure for final inspection and the handover of works, including the submittal of latest reports and appropriate formats for recording snags in coordination with Senior Project Managers and Project Managers
  • Organize inspections by third parties (e.g. authorities to obtain necessary approvals) during the project Hand-Over and Defects' Liability Period
  • Prepare list of snags at the end of final inspection and issue list of snags to the contractor for rectification
  • Ensure the rectification of list of snags during the Defects Liability Period and guide final re-inspections
  • Review and ensure that as-built drawings, O&M manuals and warranty certificates are provided accurately by contractors, as per project and client requirements
  • Prepare Take-Over Certificates, Defect Liability Certificates, Final Accounts and Statements of Completion
  • Provide monthly progress reports to the Project Manager and highlight deviations from the program in a format that is agreed upon by the Project Manager
  • Review and comment on contractors' payment certificates and on contractors' unit rates for new work items not covered in the original Bills of Quantities
  • Support with the preparation of K&A invoices for supervision services to the client

Key Responsibilities (Learning & Growth)

  • Conduct project close-out activities capturing lessons learned and successful / unsuccessful project elements
  • Upload relevant deliverables, such as drawings, specifications, price lists, etc., into the K&A knowledge repository as per corporate policies and procedures

Qualification, Technical Skills and Competencies

  • Bachelor's Degree in Engineering
  • Master's Degree in Engineering is preferred
  • PMP Certification is preferred
  • Chartered Professional Engineering certification or equivalent is preferred
  • Excellent knowledge of construction supervision services
  • Understanding of international engineering standards and codes
  • Solid knowledge of local rules and regulations
  • Strong project management skills
  • Good interpersonal and leadership skills
  • Good communication skills
  • Proficiency in spoken and written Arabic and English

  • 10+ years of experience in the Architecture, Engineering and Planning Industry

Specific Experience Required to Execute this Role

  • 10+ years of experience in the Architecture, Engineering and Planning Industry in a top tier regional / multinational consultancy firm, with demonstrated deep expertise in a construction supervision role
  • Demonstrated experience with developing and maintaining relationships with clients
  • Exposure to all construction supervision aspects, including client management, contractor management, supplier management, contract administration, quality management, dispute management etc.
  • Industry experience within the Middle East
