MISSIONS/SERVICE DIMENSIONS
The service provider shall provide marine technical support to the Germany project Group (GPI) and perform engineering tasks related to Marine activities for the German Offshore Wind N-12.1, O-2.2 and N9.4 projects. This includes responsibilities during the Transport & Installation project phases, as well as during future Operations and Maintenance.
The focus will be on the transport and installation of foundation, IAC cable and WTG components along with logistics support during the operational and maintenance phase of these assets.
The project is currently in its engineering phase. The service provider must be capable of providing marine technical support in a non-operational context, primarily by identifying the project's marine-related requirements and contributing to the development of supporting philosophies and documentation to prepare for upcoming phases.
The service provider will be responsible for preparing, coordinating and overseeing all marine operations associated with the German Offshore Wind NSE1 and NSE3 projects. This includes vessel management, marine logistics, compliance with maritime regulations, and ensuring safe and efficient execution of offshore activities.
The role requires close collaboration with other GPI members, Interfaces Manager, contractors, vessel operators, MWS, and relevant regulatory authorities.

At that stage, the service provider will shift from procedure development to active implementation, supervision, and monitoring of marine HSE practices, ensuring that all operations are carried out safely and in accordance with the established plans and regulatory requirements.

The Client Renewables comprise a team of professionals passionate about deploying clean energy and bringing new opportunities to communities. After a successful German federal offshore wind auction between 2023 & 2025, the client Renewables Deutschland GmbH with the support of OneTech is developing offshore wind projects in the North and Baltic Seas.
The Service should be based in Paris, France and could require travel to locations within Europe including Hamburg, Germany.

This will include but not be limited to:
- Provide expertise to the GPI in Marine related topics, as needed and in particular (but not limited to):
- Participate in defining the marine operational requirements for Transportation and Installation activities, including vessel types, port logistics, and offshore coordination.
- Participate to Project's associated Interfaces Management in support to Interface Manager by acting as the marine focal point between internal GPI team (engineering, T&I, HSE, procurement) and external stakeholders (contractors, authorities, any other involved stakeholder),
- As part of call for tender phases: Prepare or complete Projects' technical specifications / Employer's Requirements and Marine Logistics Plan,
- Conduct technical analysis / capabilities of the proposed vessels and associated Mission Specific Equipment (MSE) against requirements of the contracts,
- Ensure compliance with marine associated codes and regulations and Project's specific specification (such as Exhibit A - Appendix A10) of proposed Marine Spread and associated MSE,
- Conduct technical clarifications meetings with bidders and make proposals for arbitrage,
- Review and comment on the bidders' procedures (specific one or examples from past projects) and Marine Logistics Plan,
- Review and appraise the initial marine risk assessments, marine activities related planning, and interface management,
- Participate to bidders' offers normalization,
- Issue a report and presentation consolidating the results of the analysis and clarifications and participate to the RTA in line with marine scope,
- As part of the Project Construction phase preparation: Define marine operational requirements for installation activities, including vessel requirements, port logistics associated services and future offshore coordination,
- Develop or complete the Project's Marine Coordination Plan and associated procedures for construction and operations phases of the project.
- Make sure that vessels are approved as per Company vetting rules. Coordinate associated requirements with marine Contractors,
- Participate to the organization (including team constitution) of the Marine Coordination Center (MCC),
- Participate / Coordinate the CFT in line with Marine Coordination Center related complementary service contracts (such as, but not limited to weather forecast, telecommunication, PTW, vessel tracking system...)

- Supporting the creation of marine HSE philosophies, Emergency Response Plans (ERP), and operational safety procedures for both the Transport & Installation and Operations & Maintenance phases.
- Ensuring that all planned marine operations are designed in full compliance with applicable HSE standards, company policies, and maritime regulations.
- Participating in the drafting of marine risk assessments, incident response protocols, and inspection checklists.
- Preparing reporting templates and guidelines for tracking marine activities, identifying risks, and documenting mitigation measures.
- Coordinating with HSE teams to define training needs and emergency drill plans for offshore personnel, ensuring readiness and safety awareness.
- Promoting a proactive safety culture across all marine activities, with a focus on risk prevention and vessel operability in performance-driven environments.
These responsibilities are expected to evolve as the project transitions into the execution phase. At that stage, the service provider will shift from procedure development to active implementation, supervision, and monitoring of marine HSE practices, ensuring that all operations are carried out safely and in accordance with the established plans and regulatory requirements.

TECHNICAL REQUIREMENTS
- Hold or have held Merchant Marine Master or Chief Engineer certification (unlimited tonnage / power) or Degree in Marine Engineering. Expert level,
- Minimum 10 years of experience of at least half as Master or Chief Engineer on a complex offshore support vessel (e.g. diving support or construction vessels). Expert level,
- Proven experience in Offshore Wind industry (minimum 5 years): installation and commissioning phases,
- Experiences in T&I and Chartering contract types,
- Knowledge of DP systems and marine coordination software,
- Strong knowledge of offshore vessel types (e.g., CLV, CTVs, SOVs, jack-ups, cable-layers),
- Familiarity with offshore construction methodologies and marine logistics,
- Ability to work closely with various stakeholders including but not limited to diverse international teams, vendors & subcontractors, affiliates, Onetech Technical Lines, HQ, etc.,
- Organizational skills, excellent communication,
- Ability to formalize fluently and legibly concepts and instructions, in oral and written communication. Master level
