The Technology & Operations Capability Development (T&O CD) Team - Capability Enablement Leader is responsible for leading the integration and acceleration of learning, skills, and performance into the daily rhythm of GE Aerospace's operations. They will deliver consistent, scalable, and impactful capability development solutions that align with business imperatives.
This leader will design and implement a forward-looking skills enablement strategy that equips employees to thrive in an AI-augmented aerospace industry and embed continuous learning across the T&O organization.
Leading a learning team, with dotted-line access to analytics and LMS resources, this leader will identify and build new critical capabilities to accelerate workforce transformation.
The ideal candidate will possess expertise in learning methodologies, capability maturity, and adult learning principles with a strong ability to influence up, down, and across cross-functional partners and customer groups.
The ability to incorporate Workforce Planning, FLIGHT DECK, and T&O Organization KPIs and Hoshin Kanri initiatives will be critical to success.

The base pay range for this position is 163,100- 230,000 . The specific pay offered may be influenced by a variety of factors, including the candidate's experience, education, and skill set. This position is also eligible for an annual discretionary bonus based on a percentage of your base salary/ commission based on the plan. This posting is expected to close on November 7th, 2025.

Roles & Responsibilities:
- Skills Enablement Framework: Develop a dynamic skills strategy that identifies, measures, and develops mission-critical capabilities across the T&O organization.
- Program Excellence: Ensure premiere capability development programs (JETS, Systems Leader Development, etc.) are innovative, consistent, and deliver measurable business impact.
- Onboarding & Career Development Support: Partner with T&O CD leadership team members to support reimagining role-based onboarding and career pathways to close capability gaps and reduce time-to-proficiency in critical roles.
- FLIGHT DECK: Align skills, learning, and performance metrics with FLIGHT DECK principles, embedding learning into standard work and continuous improvement.
- Human-AI Collaboration: Enable employees to work effectively with AI, leveraging digital tools, simulations, and emerging technologies to enhance performance, quality, safety, and innovation.
- Data & Analytics: Use workforce insights and skills analytics to make capability readiness visible and actionable for leaders.
- Business Partnership & Design Standards: Elevate learning design practices by positioning senior learning designers as consultative partners to T&O leaders. Ensure solutions are evidence-based, measurable, and tied to operational outcomes.
- Mentorship & Communities of Practice: Support communities of practice; advance peer mentoring and capability-building methods (e.g., performance consulting, systems thinking, AI-enabled design).
- Team Leadership & Growth: Lead and coach a global team while expanding team capabilities (analytics, AI enablement, learning operations). Create a dynamic, inclusive team environment that attracts exceptional learning and development professionals to consistently exceed expectations.
- Measure Impact: Demonstrate ROI by linking skills and performance initiatives to strategic goals, operational results, and sustainable financial performance.
- Integration & Collaboration: Serve as a key partner across central learning, talent development, knowledge management, learning technology and capability maturity initiatives. Distinguish learning and development activities from knowledge sharing and management to ensure clarity of purpose, ownership, and outcomes.
Required Qualifications
- Ph.D. in Educational Psychology, Organizational Psychology, Human Factors, or related field.
- 10+ years' experience in workforce development, organizational design, or skills strategy, with at least 5 years leading teams in a corporate/manufacturing environment.
- Legal authorization to work in the U.S. is required. We will not sponsor individuals for employment visas, now or in the future, for this job opening.

- Expertise in skills assessment, learning analytics, and lean-aligned workforce enablement.
- Experience embedding continuous improvement and leadership behaviors into development strategies.

- Background in aerospace, aviation, or advanced manufacturing industries.
- Familiarity with lean operating models.
- Record of thought leadership (speaking, publishing) in skills, performance, or AI-enabled workforce transformation.

- Experience in integrating learning systems with competency management tools, talent development frameworks, and pipeline initiatives.
- Ability to leverage industry research and best practices to drive innovative learning solutions.
