Overview
An established energy-sector organisation is seeking a Project Cost Control Specialist to support major capital and operational projects in Qatar. This role is responsible for budget preparation, cost control, financial compliance, and reporting across large-scale projects, working closely with project, planning, and finance teams.
The position suits a detail-oriented professional with strong analytical skills and proven experience in project cost control within complex project environments.
Key Responsibilities

Prepare annual work programme and budget documentation for capital and operational expenditure

Prepare budget revisions and supplementary budgets with appropriate justification and supporting documentation

Prepare authorisation for expenditure requests in line with internal policies and procedures

Ensure approved budget control procedures and work instructions are implemented consistently

Review expenditure postings and reallocations and advise on correct cost allocation structures

Coordinate closely with cost, planning, and project teams to ensure timely and accurate recording of project expenditure

Support invoice processing by resolving budget-related issues and ensuring submissions meet internal timelines

Analyse monthly and quarterly variances and provide clear justification with mitigation actions

Review project status, work-in-progress, and completion documentation to support correct capitalisation

Contribute to continuous improvement of budget control and reporting processes

Prepare ad-hoc cost and budget analysis reports as required

Support knowledge transfer and on-the-job development of local staff
Qualifications

University or college degree in financial accounting or a related discipline

Professional accounting qualification such as CPA, ACCA, CGMA, or equivalent is preferred
Experience and Skills

Minimum 7 years relevant experience in project cost and budget control

Experience in the oil and gas or energy sector is advantageous

Strong analytical and problem-solving skills with high attention to detail

Ability to manage multiple tasks and adapt to changing priorities

Comfortable working independently on routine activities with escalation of non-routine matters when required

Working knowledge of enterprise resource planning systems used for project and financial control

Strong proficiency in Microsoft Office applications, particularly Excel and PowerPoint

Clear written and spoken English communication skills
