Job Objective
- The HSE Lead is responsible for the practical delivery, implementation and continuous improvement of Health, Safety, and environment performance at site and contract level.
- The HSE lead provides site based HSE delivery and technical support, ensuring HSE requirements are practically implemented during daily operations.
- The role involves field presence, conducting inspections, audits, incident investigations, Toolbox Talks and workforce engagement to verify that controls are effective and risks are managed in real time. The HSE lead operates as a hands-on practitioner, supporting operational teams and contractors and escalating issues and trends to the HSE Manager as required.
RESPONSIBILITIES
- Develop and draft Project/Contract HSE start up procedures
- Carry out Life Saving Rules (LSR) Self-verifications
- Engage with various stakeholders including clients, subcontractors and workers
- Drive the HSE initiatives and campaigns at the worksite level
- Conduct incident investigations, rootcause analysis and generate reports
- Conduct site walkthrough, inspections and verification as required
- Collate and generate Monthly HSE report including tracking of leading and lagging indicators
- Undertaking lagging indicator reviews of incident/accident trends and providing timely advice to senior Managers and Corporate Management on actions and initiatives
- Participate in the Contract HSE Assurance program and generate audit reports
- Register incident cases into CAIRS and update the risk register on ProRisk
- Deliver TBTs, HSE Awareness and HSE trainings as required
- Ensure HSE compliance at the contract level; also work authorization is adhered to including development of Method Statements and Risk Assessment
- Ensure proper control of material and tools at the worksite level and tools acceptance form in place
- Embed the dynamic risk assessment process
- Conduct Health Risk Assessments
- Develop and maintain an HSE training matrix for the contract and ensure this is tracked and maintained
- Maintain the contract action tracking register and ensure actions are followed up and closed on time
- Design and conduct Emergency drills as required
- Ensuring Stop Work Authority is embedded in the contract culture
- Improve worksite situational awareness and drive initiatives around Heart observation and intervention
- Carrying-out HSE Inductions for New-starts
- Developing HSE presentational material as necessary

- Internal: Managers and staff, other HSE colleagues.
- External: Clients, regulatory bodies, auditors.
LEVEL OF INFLUENCE & DECISION MAKING AUTHORITY
- Influence level - High (within contract/project)
- Decision-making authority - Medium (within contract/project)
QUALIFICATIONS
Qualifications:
- Degree in relevant technical, industry or HSEQ specific discipline
- NEBOSH Certificate/Diploma (essential)
- NVQ Level 4 IOSH (desirable)
- Trained and competent Internal Auditor (essential)
- Trained and competent External Auditor (desirable)
- RCA - Accident/incident Investigator, e.g. Helix/Taproot (essential)
- A formal process safety related qualification would be an advantage
Knowledge, skills and experience:
- Operation and Maintenance (O&M) experience is a MUST
- 15 years in a technical role, or association with HSE role in another industry.
- Lead / Senior HSE advisor experience with project / contract experience in O&G or other industry
- Excellent working knowledge with relevant legislation and regulations
- Good planning and organisational skills
- Effective / competent MS Office Suite User
- High level of communication skills in both written and spoken format
