- Contribute to the development and implement of HSE&Q training programs within QatarEnergy LNG to establish a culture of safety awareness and compliance to requirements among employees and contractors across the organisation.
Reporting and Relationships
- Reports to Safety Culture and Training Lead.
- Direct Reports: None.
Internal
- Interfaces regularly with all QatarEnergy LNG groups, department Chiefs, Managers, Heads, and contractor management.
- Supervises all subordinates, including Senior Training Officers, Training Specialists, and Training Officers.
External
- Periodic contact with shareholders, high-profile/key stakeholders, external auditors, contractors, vendors, and third-party service providers.
Job Context & Major Challenge(s)
- Major challenges include: (1) meeting dynamic and competing demands and satisfying numerous stakeholder priorities; (2) implementing safety training for multinational and multi-cultural personnel, which includes approximately 6,100+ employees and approximately 35,000+ contractors annually, particularly during Shutdown; (3) supporting multiple training centers within QatarEnergy LNG, as well as offsite training with a highly fluctuating demand.
- Works independently and adhere to local SHE regulations, internationally recognised SHE standards and best practices.
- Works with contracting staff and the 'Train the Trainer' program.
Key Job Accountabilities - I
- Conduct and facilitate the Training Needs Analysis (TNA) for all HSE&Q related topics in accordance with Company policies and procedures. Analyse the translation of relevant information into HSE&Q Training Matrices tailored to various job functions within the Company.
- Facilitate management on SHE mandatory training courses to ensure they meet the highest standards and support the development and introduction of new courses aligned with Company needs. Support Major Projects in establishing their training programs and trainer competencies to ensure employees receive relevant and effective training that improves HSE&Q performance and compliance.
- Contribute expertise in the development of the Safety Culture and Training component of the onboarding program for all QatarEnergy LNG stakeholders to ensure compliance to HSE&Q requirements. Implement assigned related activities to prevent delays.
- Analyse and propose improvements to HSE&Q training KPIs, monitor its compliance and produce safety training statistics for management's information and decision-making.
- Collaborate and contribute to HSE&Q safety campaigns in line with trends and business needs to ensure the safety and welfare of all employees and contractors within Company assets and projects. Incorporate industry best practices to ensure continuous improvement of the company's safety training and culture.
Key Job Accountabilities - II
- Coordinate and promote the Incident and Injury Free (IIF) Culture through implementation of training, campaigns, safety culture survey and on-site coaching. Identify opportunities to embed IIF principles and facilitate its application within the working culture of the Company.
- Coordinate the implementation of IIF Champions/Observers' program where site audits are conducted utilizing checklists based on safety statistics and trends. Organise the training of new coaches. Organize and support the communication of inputs and feedback about the results of these audits to individuals and groups to positively change safety-related attitudes and behaviours.
- Develop and implement the training schedule/training plan in the Safety Training Section to cater for the organisation's safety training needs and optimize use of resources. Coordinate the train the trainer program, qualifying and utilizing contractor trainers to deliver specific training sessions.
- Coordinate and support the review class classroom-based and computer-based training curriculums that meet international and national training standards. Deploy tools to evaluate the effectiveness of HSE&Q training programs and analyse trends to identify opportunities for improvement and enhancement of the overall Safety Training Program.
- Facilitate and conduct periodic auditing of third-party training providers/external training providers for various safety training, such as defensive driving practicals, self-contained breathing apparatus, etc., to ensure compliance with standards and requirements.
Qualifications
- Bachelor's degree in engineering or science.
- Quality Management System Lead Auditor training.
Knowledge and/or Experience
- 8 years of experience in the oil and gas industry with emphasis on safety, training and operations.
- Extensive experience in personal safety training and safety culture in both personal and process safety.
- Ability to coach senior management
Technical and Business Skills
- High level of proficiency in written and spoken English.
- High degree of analytical and constructive thinking ability.
- Advanced computer literacy, to include extensive knowledge of Microsoft (MS) Office suite (Excel, Word, PowerPoint) and MS SharePoint.
- Ability to self-organize and maintain strict attention to detail in planning.
