Role:

The HSE Supervisor is responsible for implementing, monitoring, and enforcing health, safety, and environmental procedures at site. The role ensures compliance with company policies, client requirements, Iraq regulatory standards, and international safety best practices to support safe execution of construction and commissioning activities.

Key Responsibilities:
  • Enforce adherence to project HSE procedures, worksite rules, and permit-to-work (PTW) systems.
  • Conduct daily site inspections focusing on safe operations, housekeeping, and compliance.
  • Ensure compliance with Iraq labor laws, oilfield HSE standards, and client HSE regulations.
  • Support SIMOPS management during brownfield, hot work, lifting, and confined space activities.
  • Conduct Job Safety Analysis (JSA) and Task Risk Assessments (TRA) with construction teams.
  • Assist in identifying hazards and implementing effective control measures.
  • Participate in HAZID / HAZOP sessions when required for critical activities.
  • Lead incident reporting, investigation, and root cause analysis (RCA).
  • Prepare corrective and preventive action plans (CAPA).
  • Maintain accurate incident records and ensure timely closures.
  • Conduct toolbox talks, induction sessions, and safety briefings for all site personnel.

Provide training on topics such as:
  • Working at Height
  • Confined Spaces
  • Fire Safety
  • Safe Lifting
  • Electrical Safety
  • H2S Awareness
  • Promote a positive safety culture across all work fronts.
  • Verify permits for hot work, excavation, electrical isolation, lifting, radiography, and confined spaces.
  • Ensure barricading, signage, lighting, and emergency route compliance.
  • Monitor contractor HSE performance and enforce penalties for unsafe practices.
  • Assist in emergency drills: fire, medical, man down, and evacuation.
  • Support coordination with site medical teams and emergency response units.
  • Ensure emergency equipment (fire extinguishers, SCBAs, spill kits) is maintained.
  • Prepare daily HSE reports, hazard observations, and safety statistics.
  • Maintain updated safety records, training logs, and inspection sheets.
  • Support audits—internal, client, and third party—and ensure timely closure of findings.


QUALIFICATIONS

Expected:
  • Bachelor's degree in HSE, engineering, or related field.

Professional Certifications:
  • NEBOSH IGC (mandatory for most Iraq projects)
  • IOSH Managing Safely (advantage)
  • H2S / BA
  • First Aid & Firefighting
  • Confined Space / Working at Heights
  • OSHA certifications (advantage)

Professional Experience:
  • 8-12+ years in construction HSE roles, preferably in oil & gas EPC projects.
  • Experience supervising multicultural teams in a remote site environment.
  • Middle East / Iraq experience highly preferred.
  • Familiarity with international safety standards: OSHA, ISO 45001, NFPA, API, IOGP standards.
  • Strong communication and leadership skills.
  • Proactive, assertive, and able to intervene in unsafe situations.
  • Good analytical and incident investigation capability.
  • Ability to work under pressure and manage multiple work fronts.
  • Culturally aware and strong interpersonal skills.
