Position Summary

• The Resident Engineer - Mechanical (RE-Mechanical) will act on behalf of the Engineering Consultant to supervise all mechanical works related to the steel tank project, ensuring full compliance with approved drawings, specifications, welding standards, and applicable international codes.

Key Responsibilities

• Supervise mechanical construction works for steel tanks including fabrication, erection, welding, NDT, testing, coating, and commissioning.
• Ensure all welding activities are performed in accordance with approved WPS, PQR, and WPQ.
• Review and approve welding-related submittals including WPS, PQR, welder qualifications, and NDT procedures.
• Verify that welding consumables, preheat, PWHT (if applicable), and welding techniques comply with project specifications and standards.
• Witness and verify NDT activities (RT, UT, MT, PT) and ensure acceptance criteria are met.
• Issue NCRs for welding or quality non-conformances and follow up on corrective actions.
• Coordinate with QA/QC engineers, inspectors, and third-party testing agencies.
• Ensure compliance with HSE and quality requirements throughout welding and mechanical works.

Minimum Qualifications

• Bachelor's Degree in Mechanical Engineering or equivalent.
• Minimum 8-12 years of experience in mechanical construction supervision, with significant experience in steel storage tank projects.
• Demonstrated experience supervising welding works in accordance with API 650 / API 653, ASME Section IX, and ASTM standards.

Mandatory Welding Certifications (Required)

• Certified Welding Inspector (CWI) - AWS, or equivalent internationally recognized certification (mandatory).
• Valid training or certification in ASME Section IX welding qualification and inspection.
• Demonstrated competency in interpretation of WPS, PQR, and Welder Performance Qualifications (WPQ).
• Certification or formal training in NDT methods (VT mandatory; RT/UT/MT/PT preferred).

Preferred Certifications (Advantage)

• API 650 Certified Inspector.
• API 653 Certified Tank Inspector.
• CSWIP 3.1 or 3.2 (in lieu of or in addition to CWI).

Skills & Competencies

• Strong understanding of welding metallurgy, distortion control, and repair procedures.
• Excellent site supervision, documentation, and reporting skills.
• Ability to enforce quality standards and resolve welding-related issues on site.
• Strong communication and coordination skills.
