The QA/QC Manager responsible for developing, implementing, and overseeing the Quality Management System (QMS) to ensure that engineering, procurement, fabrication, installation, commissioning, and operational activities meet contractual, regulatory, and international quality standards. The role covers both offshore and onshore scopes in oil and gas projects, ensuring compliance, preventing defects, and driving continuous improvement.

General Description of Role and Responsibilities [ but not limited to ]:

1.Quality Management System (QMS)
  • Develop, implement, and maintain the Project Quality Plan and QMS in line with ISO 9001, API, ASME, and client requirements.
  • Ensure quality control procedures are followed during EPC/EPCIC phases (Engineering, Procurement, Construction, Installation, Commissioning).
  • Coordinate internal and external quality audits, including certification and surveillance audits.

2. Quality Assurance
  • Ensure that all project activities comply with company policies, client specifications, international standards, and regulatory requirements.
  • Review and approve contractors/suppliers quality documents such as ITPs (Inspection & Test Plans), welding procedures (WPS/PQR), NDT procedures, FAT/SAT procedures.
  • Develop and maintain NCR (Non-Conformance Reports) and CAR/PAR (Corrective/Preventive Action Reports) tracking systems.

3. Quality Control
  • Oversee all inspection and testing activities for structural, piping, mechanical, E&I, coating, and offshore installation works.
  • Coordinate third-party inspections, vendor surveillance, and site QA/QC teams for fabrication yards, offshore platforms, subsea equipment, and pipelines.
  • Monitor calibration and certification of inspection tools and measuring equipment.

4. Offshore & Onshore Execution
  • Ensure offshore QA/QC coverage during load-out, transportation, installation, hook-up, commissioning, and start-up phases.
  • Manage and supervise onshore fabrication yard QA/QC activities, including welding, coating, and assembly inspections.
  • Implement preservation and pre-commissioning quality control procedures.

5. Documentation & Reporting
  • Prepare weekly and monthly QA/QC reports, quality KPIs, and status updates for project management and clients.
  • Ensure proper filing, traceability, and turnover of quality records and final documentation (MRB – Manufacturing Record Book / Dossier).

6. Leadership & Coordination
  • Lead and mentor QA/QC engineers, inspectors, and coordinators across different sites and disciplines.
  • Liaise with client representatives, classification societies, certifying authorities, and regulatory agencies.
  • Drive continuous improvement initiatives to enhance quality performance and reduce rework.

Project Phases responsibility distribution
  • Engineering: Develop project Quality plan[PQP],Approve quality procedures & ITPs, Review vendor /Supplier quality requirements
  • Procurement: Vendor Quality Evaluation & Prequalification, FAT/SAT planning & coordination, Vendor surveillance and inspection
  • Construction-Onshore fabrication: Implement QMS at fabrication Yard, Supervise Welding, coating & assembly inspection, NCR/CAR management and closure, Internal/external quality audits
  • Installation-Offshore: Load-out & sea fastening quality checks, Offshore Installation QA/QC supervision, Offshore welding NDT & coating inspection, Punch list & NCR management
  • Commissioning & Handover: Pre commissioning quality checks, Dossier MRB[Manufacture Record Book] compilation & submit, Final quality reporting & KPI review

Qualifications, Experience, Knowledge and Skills:
  • Bachelor of Science (B. Sc) Degree in Engineering from an accredited university.
  • Work experience of ten (15) years after the earning of the B. Sc degree.
  • Candidates should have a minimum of 5 years of offshore experience in total, with at least the last 3–5 years spent on offshore projects.
  • Excellent spoken and written English including proven ability to write specifications and reports.
