- Develop emergency response construction agreements for QatarEnergy EPRS Club, ensuring timely and safe mobilization of resources for subsea pipeline and cable repairs. Establish execution procedures and communication protocols among club members to ensure projects align with safety, quality, schedule, and cost objectives in compliance with company management systems.

- A focal point, responsible for improving the EPRS Club execution capabilities by managing the improvement objectives of developing, establishing, and standardizing the requirements for an effective and fit-for-purpose response and repair execution contracts and agreements, the procedures, and protocols for the execution of subsea Incidents repairs, including the coordination and the quality implementation of related interface protocol within the Club members and the Club service providers and Contractors, for timely, safely and effective management of subsea incidents may take place to the QatarEnergy Club members operating Subsea Pipeline and Cables, and for safely managing any Club planned activities related to, or near the QatarEnergy sub-sea operating facilities (Pipelines & Cables).

- Frequent communication with the EPRS Club members for collecting, compiling, and maintaining the up-to-date data for the EPRS Club repair execution tools, equipment, contracts, and agreements pool.
- Responsible of developing and communicating the execution of subsea response and recovery projects execution requirements and the coordination of related risky activities with the Club members.
- To support the project maintaining the balance between quality, cost, and schedule.
- Presence in the field to support offshore pipeline and cables response and repair related activities, both Offshore and Onshore. Business travel Overseas as required by the project to coordinate work efforts and establish appropriate working relationships with construction related contractors and marine unites.
Key Job Accountabilities - I
- Contribute to key aspects of EPRS response and reliable repair to ensure the subsea facility is safely re-available with minimal outage time.
- Lead efforts to establish the EPRS Club repair scope of work (SOW) and tenders, conduct technical bid evaluations and analyses, review engineering calculations, and approve lifting and shifting plans using specialized subsea equipment, marine vessels, and barges. Respond to site execution queries related to cables, pipelines, and sleeper repairs. Manage the repair execution phase, provide support to other disciplines, propose solutions for execution challenges, and ensure compliance with repair designs, specifications, and standards.
- Develop effective agreements, contracts, processes, procedures, documentation, forms, protocols, and flow charts for the timely and quality management of EPRS Club Subsea emergency response and repair activities, from planning through compliance monitoring. Review and update various scenarios and SOWs to ensure practical procedures, incorporating industry best practices.
- Identify, establish, and standardize the coordination of Subsea repair execution activities within EPRS Club members and with third parties. Foster relationships with third-party inspection, construction, and maintenance service providers to stay updated on the latest developments and regional offshore industry resources, ensuring EPRS Club repair fleet, tools, and equipment requirements are met.
- Develop repair execution contracts and agreements to ensure that fit-for-purpose repair vessels, barges, equipment, and tools required for EPRS response and repair activities are available on time, in suitable condition, and ready for various repair scenarios as specified by the Club agreement. Ensure compliance with company systems and processes, including the Project Management System, and support the adoption of all processes.
Key Job Accountabilities - II
- Develop and lead the EPRS Club's comprehensive response and repair management system, addressing administration, QA/QC, and innovative solutions to minimize shutdown durations in pipeline repair. Oversee the development of club scopes, execution plans, and guidelines for high-pressure O&G pipeline repair projects, while continuously monitoring, evaluating, and communicating project status from the EPRS Club viewpoint.
- Develop a comprehensive plan for EPRS repair works, ensuring efficiency, cost-effectiveness, and adherence to legal and safety regulations. Review and enhance EPRS Club work plans, emphasizing safety, feasibility, and proper communication of roles and protocols, while also implementing effective handover procedures for facilities.
- Represent the Club in monitoring and reporting on contractors' construction activities, ensuring alignment with EPRS project objectives. Manage contractor activities, report progress and concerns, and develop procedures for handling technical queries, deviations, and communication with Club members during roadshows for effective EPRS response and recovery coordination.
- Implement a quality management approach to ensure EPRS response and repair projects meet technical requirements and QA/QC expectations, incorporating lessons learned and best practices. Take a leading role in Constructability Reviews, Risk Assessments, Job Safety Analysis, and incident investigations, ensuring the closure of action items and maintaining the integrity of Construction Interface Agreements.
- Develop and manage implementation plans for EPRS Club Subsea repair strategies, ensuring compliance with policies and HSE&Q requirements. Lead Constructability Reviews, confirm readiness for handover, and review field sequences for construction safety during the execution phase. Oversee EPRS Club Subsea repairs, evaluate contractors' construction techniques, and provide guidance to meet project scope and timeline, including feedback on resource requirements.
Qualifications
- Bachelor's degree in engineering (mechanical, naval, civil, industry, or chemical).
Knowledge and/or Experience
- 10 years' experience in oil & gas sector offshore pipeline related activities. Familiar with underwater/ offshore pipeline, cables and structural construction, repair and maintenance brownfield construction, installation, repair, or maintenance activities.
- Experience in the supervision of offshore execution programmes, writing of reports, producing drawings, compiling statistics, job planning and scheduling, etc.
- Experience onboard marine units (vessels, construction barges, etc.) as offshore field / methods Engineer onboard vessels / barges.
- Knowledge of operating pipelines repairs methods and standards.
- knowledge of oil & gas Industry and Environment SHE Standards.
- Experienced on marine surveys and review of Inspection reports.
- Strong understanding of safety and risk management methods.
- Experience in use Subsea pipeline and cables construction and repair equipment including lifting, shifting, welding, dredging, etc.
