Programme Officer - Coal Transition Commission, London, Brussels, Berlin or Singapore

The advertised position is with the Powering Past Coal Alliance (PPCA) Secretariat, hosted by E3G and based in one of the E3G offices - London, Brussels, Berlin or Singapore. The successful candidate will support the work of the Coal Transition Commission and the Powering Past Coal Alliance.

Background

The Powering Past Coal Alliance (PPCA) is a global coalition of national and subnational governments, businesses and organisations working to advance the transition away from unabated coal power generation. It is co-chaired by the Governments of Canada and the United Kingdom.

The PPCA Secretariat also hosts the Coal Transition Commission (CTC) Secretariat. The Coal Transition Commission was launched at COP28 and is focused on finding ways to develop policy and financial solutions that can be delivered at scale to accelerate the transition from unabated coal power to clean energy, while keeping power reliable and affordable. It is co-chaired by the Governments of France and Indonesia.

You will be part of a highly dynamic, impact-driven international team of the PPCA/CTC Secretariat. You will play a role in supporting the CTC to provide direct, in-depth support to countries that face a challenging transition from coal to clean. This includes mobilising governments, multilateral organisations, civil society organisations, investors and other stakeholders to address the challenges, and delving into topics including just transition, finance, coal retirement mechanisms, energy security and affordability.

The role is ideal for an individual with strong diplomacy and stakeholder engagement skills looking to advance a career in international climate diplomacy and the energy transition. You will have the opportunity to closely collaborate with the PPCA/CTC co-chair governments of Canada, France, Indonesia and the United Kingdom.

Key Responsibilities
  • Mobilise key partners, including governments, multilateral banks and organisations, investors and civil society to deliver the objectives of the CTC and PPCA, working particularly closely with the governments of France, UK, Canada and Indonesia as the co-chairs.
  • Liaise with experts from partner organisations to help identify coal-to-clean solutions in specific national contexts.
  • Support the production of high-level assessments of the coal fleet and market conditions in key focus countries.
  • Ensure the timely delivery of a range of outputs, including reports, briefings and tailored in-country workshops.
  • Assist with organisation and delivery of meetings of the CTC and PPCA.
  • Support ad-hoc operational tasks including in the lead up to major multilateral events such as climate COPs and climate action weeks as required.

Person Description

We are looking for an ambitious professional keen to develop their climate and diplomacy skills a with demonstrated experience working internationally and engaging government stakeholders. You will need to be able to think creatively, deliver at pace, and demonstrate strong project management skills while working with diverse coalitions of government, technical experts and stakeholders from industry. An ability to understand or quickly pick up on policy development and finance solutions is highly desirable.

Experience and Skills

Essential Experience:
  • Minimum 5 years' experience working on the energy transition and climate issues, ideally with governments.
  • Demonstrated interest in the core mission and values of the PPCA.
  • Highly organised with the ability to plan, prioritise, multi-task, and meet deadlines.
  • Strong policy, problem-solving and interpersonal skills.
  • An ability to travel internationally for engagements and events.

Desirable Experience:
  • Experience working with Multilateral Development Banks and private finance institutions, and stakeholders in emerging markets and developing economies.
  • Experience in international environments, particularly working across diverse cultures and time zones.
  • Additional language skills welcome, especially French.

Berlin
  • The indicative salary range in Berlin is €45,990 - €47,500 annually, dependant on experience.
  • BahnCard50 travel cover.

Brussels
  • The indicative salary range in Brussels is €3,274.1 - €3,412.4 monthly, dependant on experience, with holiday pay and a 13th month.
  • Mobile phone and contract, lunch and eco vouchers, hospitalisation and travel insurance, travel expense reimbursement (bicycle or public transport).

London
  • The indicative salary range in London is £41,918 - £44,000 annually, dependant on experience.
  • Cycling scheme

Singapore
  • The indicative salary range in Singapore is $68,320 - $74,300 (SGD Currency).

E3G is unable to provide any relocation assistance to candidates who would need to move in order to take up this position. Occasional international travel may be required from time to time.

E3G will require candidates to demonstrate that they have the right to live and work in relevant E3G office location.
