Job Description:

The Regional Voyage Operations Manager will provide Line Management for a team of Time Charter Voyage Operators.

In addition, the role provides technical and operational expertise to work in conjunction with bp Shipping's organizational structure such as Chartering, Shipping Optimization & Assurance Teams whilst prioritizing safety as our core value and focusing on enhancing the value of our P&L through thorough total voyage management to commercially optimise operations.

Key Accountabilities:

  • Handle the day-to-day Voyage Operations teams to ensure all voyages concerning Time Chartered vessels are carried out as contracted, within the boundaries of Group Functional Standards, and in compliance with protocol.
  • Supervise and work closely with Chartering, Shipping Optimization & Assurance Teams to ensure vessel availability and risk management of Group hydrocarbon transportation by sea.
  • Supervise the performance of the time-chartered fleet activities within the assigned region. Propose measures to resolve underperforming vessels/owners working in parallel with cross regional counterparts, Shipping Optimization and Assurance Teams to address inefficiencies or potential unlocking of optimization value.
  • Supervise all material matters currently or prospectively affecting the company and its performance, including any potential strategic or political developments, and advise the Global Voyage Operations Manager in a timely fashion.
  • Actively support and rotationally lead bp Shipping Incident Command teams for response readiness for all potential shipping/marine related occurrences.
  • Ensure business activities are conducted in a manner consistent with BP Group Policies and Encouraged Behaviours, within the boundaries established by Group Functional Standards and BP Shipping's Marine Standards and Business Management System.
  • Enable voyage operations and management experience and standard processes to be shared across all segments and business units. To draw on standard methodology wherever it has been developed and implement it as standard operating procedure for the purposes of assurance and commercial benefit to the BP Group. To draw upon the diversity of those undertaking voyage operations to raise performance and promote inclusion. To engage with and use the experience and knowledge from within the BP Shipping Time Charter Fleet for commercial efficiency and assurance gain. To identify the issues facing the voyage operations community and then to develop solutions to those issues.
  • Deliver operational assurance to the Group for all time-chartered vessels consistent with Shipping assurance commitments. Assimilate differing points of view while still maintaining the highest levels of assurance for the Group. Resolve issues where discrepancies in information from assurance teams have been raised by collaborators.
  • Provide Marine Technical, Commercial and Industry expertise to collaborators as appropriate, and share that knowledge across the wider networks. Define requirements and assist with regional consistency in the application of operating standards for all personnel involved in ship operations. In consultation Chartering, Shipping Optimization & Assurance functions, ensure that accumulated learning and operational procedure is shared to the benefit of all parties, and to the collective benefit of the Regional Operations Network.
  • Take a strategic view of expenditure and control cost efficiency of Voyage Operations practices. Ensure maximum availability of led fleet for commercial trading in the Region by optimising required downtime. When resolving appropriate timing for periods of elective downtime the Chartering, Shipping Optimization & Assurance Teams must be coordinated to ensure that, to the extent possible regarding the assurance process, the financial impact is minimised.
  • Line Manager for a team of Voyage Operators in the Time Charter Team. Use of strategic recruiting and focusing on the development of team members though training and mentoring to build stronger balanced teams and develop outstanding development and results.
  • Deliver on all Shipping HSSE commitments relating to vessel operations, providing the required input to enable BP ST&S to meet its Group HSSE reporting requirements. Actively promote and develop the highest HSSE standards and practices within the team and across the regions.
  • Support the delivery of regional operations requirements through the provision of functional expertise and where appropriate the deployment of functional staff.
  • Champion Global Voyage Operations standards and handle region wide compliance through internal audits and reports, external reports and direct intervention as appropriate.
  • Provide efficient management of costs for all voyage activities directly related to the operation and administration of time-chartered vessels in the Region. Optimising voyage management and taking a strategic view to voyage costs.
  • Provide training to reports and BP-Internal business partners to raise their awareness & competency in basic marine and Commercial (ship) operations standards.

Essential Experience:

  • Shipping Operations experience with knowledge of shipping related legislation and regulations.
  • Display strong, written and verbal communication skills as well as strong social skills.
  • Be able to work efficiently with BP employees and contractors.
  • Strong partner leadership skills, with ability to coordinate across technical, digital, commercial, and operational teams, as well as with external partners.
  • Commercial target-driven with a proactive approach to seek out inefficiencies, optimize P&L and implement safe and compliant total voyage management.

Desirable Experience:

  • Marine background with confirmed experience in a marine shore-based role (eg. Voyage operations/management or Marine superintendent)
  • Hold/held a senior deck/engine certificate of proficiency at ChOff or 2nd Eng level or greater.
  • Sailed as Chief Officer / 2nd Engineer or higher (oil/gas).
  • Degree or equivalent experience level educated in a marine or operations background.
