Located at the Afungi Peninsula in Northern Mozambique, the project is executed in a remote and challenging environment and involves a large multinational workforce. Job Description
The Competent Person for Lifting Operations (CPLO) is the Technical Authority for all lifting and handling activities across multiple logistics and operational sites. The role provides oversight, guidance, and governance for all lifting operations performed by internal teams and contractors, ensuring full compliance with safety standards, legal requirements, and internal procedures.
The CPLO supports onshore logistics bases, marine terminals, offshore drilling sites, and project construction areas. This position requires strong technical expertise, leadership, and extensive experience in lifting operations in a high-risk industrial environment.

Job Description

The role provides oversight, guidance, and governance for all lifting operations performed by internal teams and contractors, ensuring full compliance with safety standards, legal requirements, and internal procedures.
The CPLO supports onshore logistics bases, marine terminals, offshore drilling sites, and project construction areas. This position requires strong technical expertise, leadership, and extensive experience in lifting operations in a high-risk industrial environment.
HSE & Compliance
- Define lifting-related HSE requirements and ensure strict implementation across all sites.
- Promote a strong safety culture and lead by example in all lifting activities.
- Review lifting-related safety performance and ensure appropriate corrective actions are implemented.
- Participate in investigations of lifting incidents and contribute to root-cause analysis and follow-up measures.
- Ensure full compliance with legal requirements, internal lifting procedures, and safety management systems.
Lifting Operations Management
- Act as the focal point for all lifting and handling operations across logistics, drilling, production, construction, and marine activities.
- Review, validate, and approve lifting plans, including all critical lifting operations.
- Supervise and plan critical lifts and ensure competent supervision for non-critical operations.
- Provide technical support for the selection, procurement, or rental of lifting equipment and contractors.
- Ensure all lifting equipment, cranes, lifting accessories, containers, and CCUs are fit for purpose and regularly inspected.
Audit, Oversight & Governance
- Conduct lifting audits and compliance reviews on all sites and contractors.
- Evaluate the application of the Lifting Management System (LMS) and ensure continuous improvement.
- Identify deviations or unsafe practices and implement corrective and preventive actions.
- Provide technical guidance to site management teams and project leadership on lifting strategy and risks.
Training & Competency Development
- Develop the skills of lifting personnel through mentoring, assessment, and structured competency programs.
- Maintain lifting registers, training plans, and competency tracking for all personnel involved in lifting operations.
- Support the rollout of lifting awareness and best-practice initiatives across the organization.
Reporting & Coordination
- Prepare weekly and monthly reports on lifting activities, performance, and key indicators.
- Coordinate lifting operations among multiple sites, ensuring alignment between logistics, drilling, and project teams.
- Interface with contractors, service providers, and internal stakeholders to ensure consistent standards and expectations.
Working Environment
- Remote site with challenging logistics and infrastructure.
- Exposure to diverse contractors and high-risk lifting environments.
- Fast-paced operational context requiring responsiveness and strong problem-solving skills.

Qualifications
- Minimum 10 years of experience in lifting and handling activities within the oil & gas, heavy industry, or similar environment.
- Engineering degree or equivalent technical background preferred.
- Proven expertise with lifting equipment, cranes (onshore/offshore), containers, lifting accessories, and CCUs.
- Strong leadership skills and ability to influence safety and operational performance.
- Experience working in multicultural and remote operational environments.
- Fluent English; additional languages such as Portuguese or French are an advantage.
