IOTA Group, a leading Swiss international technical consulting firm, is seeking a qualified HSE Supervisor to support projects for one of its clients in Iraq.

Our client is a global multi-energy company engaged in the production and supply of energy worldwide, with a strong commitment to safety, sustainability, and responsible operations.

The project combines upstream oil and gas development, gas processing and utilization, seawater treatment for reservoir pressure maintenance, and utility-scale solar power generation.

The development includes a major full-field expansion with extensive drilling and new processing facilities, delivered in a complex operating environment with strict HSE requirements, strong focus on safety culture, interface management, cost efficiency, and local content development.

Job Description

Job Purpose

The HSE Officer supports the implementation and enforcement of the Management System at the site. The role ensures that all construction and related activities are conducted in full compliance with Health, Safety, Environment, Social, and Biodiversity requirements, contributing to a safe, healthy, and environmentally responsible workplace for CPY personnel, contractors, and surrounding communities.

Key Responsibilities

H2SE Management & Compliance
  • Contribute to the effective implementation of the CPY H2SE Management System at the CPF2 site throughout construction, commissioning, and start-up phases.
  • Ensure strict compliance with HSE, Environmental, Biodiversity, and Social Performance requirements, in line with GGIP Project constraints, CPY standards, and applicable regulations.
  • Supervise and control construction activities from an HSE perspective, under the direction of the CPF2 H2SE Superintendent, ensuring risks are properly identified, assessed, and mitigated.
  • Monitor the application of H2SE procedures and guidelines in routine and non-routine activities, ensuring adequate risk analysis, mitigation measures, and competent personnel are in place.

Risk Management & Incident Handling
  • Participate in Contractor Job Risk Analysis (JRA) reviews and verify effective implementation on site.
  • Support and participate in incident investigations, reporting, and follow-up actions, as directed by the H2SE Superintendent.
  • Assist in operational safety reviews, risk assessments, and emergency preparedness analyses.
  • Act as a member of the CPY Site Emergency Response Team, when required.

Environmental & Social Performance
  • Ensure follow-up and implementation of ESHIA commitments and action plans, including requirements from the Iraq Ministry of Environment.
  • Advise contractors on environmental requirements, industry best practices, and regulatory compliance.
  • Provide environmental guidance to CPY site teams, including waste management, GHG emissions, and biodiversity/species impact monitoring.
  • Prepare and contribute to weekly and monthly HSE/environmental reports, including ESHIA status updates.

Audits, Inspections & Reporting
  • Participate in HSE audits, from assessment to follow-up and monitoring of corrective actions.
  • Take part in hygiene inspections with contractors and ensure timely closure of action plans.
  • Provide regular H2SE performance updates and key issues to the CPF2 H2SE Superintendent.

Safety Culture & Awareness
  • Act as a visible role model by demonstrating exemplary behavior in HSE, Ethics, and Code of Conduct compliance.
  • Support the development and implementation of the Project Safety Culture at the CPF2 site.
  • Promote HSE awareness through training sessions, campaigns, safety communications, and safety statistics tracking.
  • Report any violations of the Drug and Alcohol Policy applicable at the CPF2 site.

Coordination & Professional Conduct
  • Maintain constructive working relationships with contractors, applying flexibility where appropriate while enforcing HSE requirements rigorously.
  • Escalate and coordinate any HSE deviations or optimization proposals with the CPF2 H2SE Superintendent.
  • Ensure strict confidentiality in the performance of duties and full compliance with CPF2 Site Camp rules.
  • Perform any additional tasks related to the role, as assigned by management.


Qualifications

  • Bachelor's degree in engineering or a Construction-related discipline
  • Minimum of 10-15 years of experience in the Oil & Gas industry, with proven involvement in large-scale onshore greenfield and brownfield projects.
  • Strong working knowledge of international codes and standards.
  • In-depth understanding of onshore Oil & Gas plant construction methodologies, including technical aspects and associated safety risks.
  • Demonstrated operational experience managing projects with high Environmental and Social (E&S) requirements and comparable complexity.
  • Extensive experience with risk assessment methodologies, including HAZOP, HAZAN, Fault Tree Analysis, What-If Analysis, and similar techniques.
  • Solid expertise in safety and environmental management.
  • Proven ability to identify credible worst-case scenarios, assess risk levels, and define effective control and risk-reduction measures.
  • Strong commitment to Environmental, Health & Safety (EHS) principles, with the ability to monitor and enforce EHS requirements throughout project execution.
  • Collaborative team player, capable of working across complex, multidisciplinary project teams and interfacing effectively with various departments.
  • Demonstrated organizational skills with the ability to operate successfully in a multicultural and international work environment.

• Contract Duration: 2 years (renewable depending on project)

• Place of mobilization: Iraq

• Status (resident / rotation): rotation
