Job Purpose:
Manage the ADNOC Aviation Refuelling activities (Into-plane operations) and Non refuelling activities (Depot & Hydrant Operations) along with marketing & business development at all civil airports/air strips with in Dubai, Sharjah & Northern Emirates region i.e. in compliance with company procedures, local & International laws, and customer specifications.

Qualifications, Experience, Knowledge & Skills:
Manage the ADNOC Aviation Refuelling activities (Into-plane operations) and Non refuelling activities (Depot & Hydrant Operations) along with marketing & business development at all civil airports/air strips with in Dubai, Sharjah & Northern Emirates region i.e. in compliance with company procedures, local & International laws, and customer specifications.
Key Accountabilities:
Business Management
- Responsible for preparation of quotations for delivery of additional aviation services. Ensure that services are appropriately delivered, customer invoiced & payment received.
- Responsible for ensuring that a valid credit & carnet customer list are always available to airport depot officer.
- Responsible for ensuring that services are delivered only to permitted customers as confirmed by ADNOC HQ Sales.
- Ensure that monthly posted airport prices are available at all airports for cash sales.
- Ensure timely collection of cash from non-credit customers (any time during 24 hours) and deposit it in the bank. Report to Finance Department. Also ensure regular collection of cheques from credit customers and send them to ADNOC HQ Aviation Sales Division.
- Coordination with JV partners & representing ADNOC Aviation in JV airports.
- Participation in Business development & promotion activities.
- Prepare, monitor & control the departmental capital & operating budget.
Into-Plane Operations
- Responsible for ensuring delivery of into-pane services like aircraft refuelling & defueling to customers as per the prevailing IATA Service Level Agreement and company procedures safely, protecting company & customer assets.
- Responsible for ensuring that aviation fuels are always delivered to customer as per latest company approved specifications i.e.
Jet A-1 as per AFQRJOS Checklist and Def Stan 91-91 or ASTM D 1655 latest version.
Avgas100LL as per ASTM D-910 or Def Stan 91-90 latest version.
- Responsible for ensuring a valid refuelling liability insurance certificate for "One" Billion US Dollars is always maintained.
- Estimates the sales at all airports with in his area of responsibility.
- Responsible to ensure adequate resources and personnel allocation to each airport i.e. preparation of duty roaster.
- Responsible for ensuring on time renewal of vehicle registration.
- Responsible for ensuring on renewal & availability of men & material passes.
- Ensures smooth communication between ADNOC Distribution and all Airport Authorities.
- Ensures that all airport areas/parking stands are refuelling service compliant i.e. aircraft type and hydrant & off hydrant types.
Depot & Hydrant Operations
- Responsible for ensuring that IATA Recommended stock levels i.e. Minimum 3 days working stock is maintained at all airports & accordingly coordinate with the refinery to ensure availability of sufficient fuel stock at Aviation fuel depots on periodic basis
- Responsible for ensuring that the stock & financial systems are closed timely.
- Ensure adequate insurance for all assets with in the airports.
- Responsible for preserving aviation fuel integrity from the point of receipt till delivery to aircraft.
- Responsible for ensuring all depot & hydrant operations like receipt, handling, delivery, quality control, flushing, hydrant system checks are per JIG requirements.
- Ordering of vessels/ships as per the demand requirements from all airports.
Quality, Safety, Business, Risk & Compliance Control
- Responsible for ensuring that all quality checks are performed on time and with the permitted deviation only.
- Ensure that all that all tasks are performed in compliance with company approved procedures, JIG defined frequencies & IATA requirements, where compliance not possible raise variance.
- Responsible for ensuring all QMS documents are maintained as required by aviation industry legal requirements and company dictated protocols.
- Participate in incident investigations & take appropriate action on the recommendations.
- Participate in various audits i.e. customer audits, internal audits & compliance inspections.
- Participate in the various risk assessments i.e. operational, corporate, stand plan, benchmarking, competition etc. & take appropriate action on the recommendations.
- Participate in Business continuity & Impact analysis.
- Take action as per staff engagement action plan.
- Responsible for the performance management of staff.
- Conduct airport emergency response exercises as per company procedures.
- Perform on-field task assessments for all operators to ensure safe, reliable and efficient operations are in place while meeting customer needs.
- Ensure proper coordination with Aviation Maintenance Department for execution of all activities related to the approved/ scheduled maintenance plans.
- Monitors and controls all the activities of civil aviation operations in terms of product supply, staffing requirements, facilities, equipment and development an efficient receipt, storage and distribution system for aviation fuels. Ensures that the equipment, delivery and storage of fuels at Airport are properly maintained.
- Ensure on time resolution of customer complaints.
- Ensure PTW signatories poses valid authorization for signing the permits.
- Responsible for ensuring all the staff at each airport are posing valid certificate of competency for the tasks they are performing.
- Responsible for ensuring that regular drug & alcohol tests are conducted for all operators.
- Responsible for conducting bi-annual staff performance review meetings.
- Responsible for ensuring that all available refuelling and non - refuelling (both performing & nonperforming) assets are as per aviation fuel quality assurance requirements.
- Responsible for controlling the incidental cost to operations.
- Accountable for AVOD Authorities and Responsibilities Manual compliance.
New projects, expansion and upgradations
- Responsible for up-gradation and development of company's infrastructure of Aviation fuel depots. Identifying and coordinating with Aviation Maintenance, EPD etc. for modifications and improvements to the terminal facilities and review modifications, expansions and other related proposals and coordinates with various departments, statutory bodies etc. during the execution.
- Actively involved on operational/ technical projects taking place on aviation operations division and coordinates all related stages to ensure accurate and on time completion.
Complain resolution and Customer relationship management
- Co-ordinates with Aviation Sales Department to meet the requirements of the customers and contacts new customers in Fujairah, Sharjah & Ras Al Khaimah and Al Maktoum and pass on the leads to Aviation sales team.
- Visits the customers and Airport authorities to maintain good relationship. Document customers' complaints and ensure complaints are resolved to the satisfaction.
- Ensures fulfilling company's contractual obligations, based on the terms of the contracts, with all customers for issues related to operations and providing satisfactory service.
- Perform incident investigations for accidents, product losses or customer complaints and recommend corrective and preventive actions. Submits the report to VP Aviation accordingly.
- Ensures aviation fuel products meet international specifications and meet customer requirements, coordinates with supply sources and laboratories to resolve any issues of product quality.
Training and Development
- Responsible for implementing all operations trainings and recommend employees for job related trainings. Monitoring to ensure that all the employees working in aviation fuel depot have undertaken mandatory trainings there by ensuring that staff is capable of handling relevant equipment and are capable of providing full and satisfactory service to customers.
Quality Audit
- Managing the external and internal quality audits conducted by Aviation fuel clients and customers, airport operating agencies and third parties whilst ensuring the all the facilities and personnel are complaint with audit requirements and guidelines.
Performance Monitoring, control and Optimization
- Monitors the budget and continuously reviews manpower and operating expenses. Regularly reviews costs of operations of Fuel depots and ensures that resources are utilized properly.
- Initiative analyses like peak hours and non-peak hours at various aviation fuel depots, utilization of facilities and personnel's and accordingly develop and recommend strategies to VP Aviation for optimizing the cost of operations.
Qualifications, Experience, Knowledge & Skills:
- Bachelor's Degree in engineering /Science/Commerce
- 12 years of experience in managing the aviation fuel facilities, hydrant & into plane operations, including 6 years managerial responsibilities.
