What's the role
The Emergency Response Supervisor plays a critical role in supporting Shell MDS' Goal Zero ambition and commitment. This role is responsible for maintaining the SMDS Emergency Response Strategy and driving continuous improvement across all emergency preparedness activities.
You will be accountable for planning and coordinating emergency response programs, including training, maintenance, and testing of emergency preparedness systems and equipment. The role requires prompt coordination and response to incidents and emergencies, as well as providing guidance and coaching to staff and contractor partners to ensure a high level of awareness and readiness.
As the Subject Matter Expert (SME) in High Angle and Confined Space Entry Rescue, you will maintain in-depth knowledge of Integrated Health and Safety (IHS) policies, HSE procedures, applicable government laws and regulations, and industry best practices.
You will ensure the overall effectiveness of Shell MDS' emergency response preparedness-covering resources, competencies, hardware, procedures, and the interface with SMDS Business Continuity and Shell Malaysia Crisis Management teams. The role also involves engaging and coordinating with local authorities, government agencies, and neighbouring facilities on matters related to emergency response readiness.

What you'll be doing
- Ensure SMDS emergency response preparedness by maintaining fit‑for‑purpose Emergency Response Plans (including oil spill response) in compliance with regulatory requirements (e.g., BOMBA, DOE/NREB, BDA) and Shell Safety, Environment and Asset Management System (SEAM) Standards.
- Lead the overall planning and execution of SMDS emergency response operations.
- Develop and implement the emergency response competency program for the Alpha Team and First Intervention Team (FIT).
- Plan and carry out emergency response drills and exercises for the Alpha Team and FIT, including periodic testing of SMDS fire station capabilities such as foam tenders, ambulances, fire‑fighting equipment, spill response equipment, and manpower readiness.
- Oversee planned and corrective maintenance of Safety Critical Equipment (SCE) related to emergency response.
- Maintain robust information and documentation management, including SCE records, life-saving equipment status, competency records for Alpha, FIT, and IMT, as well as training and emergency response exercise logs.
- Review and validate emergency rescue plans for confined space entry and work-at-height/high‑angle activities.
- Participate in the duty roster (Bintulu-based) to support the Alpha Team and ensure adequate coverage by Emergency Response Technicians.
- Legal/Statutory Compliance: Ensure adherence to Malaysian regulatory requirements (e.g., BOMBA, DOSH, DOE/NREB, and others where applicable).
- Emergency Response Expertise: Maintain strong knowledge of Alpha and FIT capabilities (high-angle rescue, confined space entry and rescue, basic firefighting) and IMT systems (Incident Management System 100, 200 & 202/300).
- Assurance: Conduct Line-of-Defence 1 reviews and health checks on emergency response elements in alignment with SEAM Standards, ISO 14001, ISO 45001, and the International Ship and Port Facility Security (ISPS) Code.
What you bring
- With a minimum of 5 years of experience in emergency response.
- Strong background in emergency services, preferably within oil & gas or petrochemical operations.
- Proven leadership experience, with exposure to line management and a solid track record of leading teams to deliver results.
- Demonstrated knowledge of BOMBA and DOSH requirements, including the BOMBA Act, OSHA Act, and related standards, particularly in the use and application of fire and safety equipment.
- Practical experience in conducting firefighting, confined space entry, and rescue training.
- Excellent communication skills, with the ability to build and maintain strong relationships with external stakeholders.
- NFPA 472 (HazMat Technician) and NFPA 1006 (High Angle Rescue Technician) certifications are considered an advantage.
- Experience in emergency response operations and industrial firefighting.
- Certification as a Breathing Apparatus Service Technician is an added advantage.
- Strong working knowledge of industrial firefighting systems, including foam generation equipment.
- Good understanding of fire risk management within oil and gas facilities.
- High level of physical fitness required for emergency response duties.
- Proficient in Microsoft Office and other standard computer applications.
