Job Description

 

CCL Arabia Solutions is currently supporting a large-scale industrial project  Saudi Arabia as part of a nationalisation focused recruitment campaign.  As a result, we have an opening  for a Contract & Procurement Lead.

 

The successful applicant will lead and manage end-to-end contracting and procurement operations for the project, ensuring timely delivery of goods and services, optimal cost control, robust supplier relationships, and full compliance with HSE, legal, and commercial standards.

 

Location: Jubail, Eastern Province

Type of Contract: Permanent

 

The Contracts & Procurement Lead is a key supervisory role responsible for leading procurement and contracting activities across project execution phases. Reporting to the Project Director, this role ensures that all procurement strategies, tendering processes, contract management, and supplier performance are executed efficiently, cost-effectively, and in full compliance with ACMC’s standards, regulatory requirements, and international best practices.

 

This position acts as the focal point for contract management, supplier engagement, and supply chain optimization, with a strong emphasis on safety, value creation, and localization (IKTVA/LCGPA).

 

Key duties will include:

 

  • Achieve procurement targets within schedule, budget, and quality parameters.
  • Advise project stakeholders on procurement risks, strategies, and market conditions.
  • Appraise supplier capabilities and performance during selection and contract execution.
  • Ascertain root causes of delivery delays or contract disputes.
  • Assess bids, proposals, and technical offers during tender evaluation.
  • Assign procurement responsibilities to team members based on expertise and workload.
  • Assure that all contracts meet legal, technical, and commercial requirements.
  • Budget and forecast procurement expenditures accurately.
  • Control the procurement lifecycle from requisition to contract close-out.
  • Coordinate with engineering, logistics, and finance teams to align procurement with project needs
  • Counsel suppliers and internal stakeholders on contract terms and performance expectations.
  • Determine the most suitable contracting strategy (lump sum, unit rate, etc.) for each scope.
  • Ensure compliance with IKTVA and LCGPA guidelines in all procurement decisions.
  • Evaluate supplier performance and recommend retention or disqualification.
  • Facilitate bid meetings, negotiations, and award processes.
  • Forecast supply chain risks and develop mitigation plans.
  • Identify cost-saving levers and implement tactical improvements.
  • Implement digital procurement tools (e.g., Ariba, Procon) and ERP modules.
  • Motivate the team to meet challenging project deadlines.
  • Plan long-term sourcing strategies and vendor development programs.
  • Recruit qualified procurement professionals as needed.

 

 

 

Strategy and Performance Management

  • Contribute to the development and execution of the short- to mid-term procurement strategy aligned with project objectives and corporate goals.
  • Support the preparation of annual business plans for procurement and contracting activities.
  • Monitor, control, and report on key performance indicators (KPIs) related to procurement cycle time, cost savings, and supplier performance.
  • Recommend corrective actions to address performance deviations and improve outcomes.

 

People Management

  • Manage and supervise the procurement team, including assigning tasks, setting objectives, and monitoring performance.
  • Coach and mentor team members through regular feedback and development planning.
  • Identify training needs and coordinate with Human Capital to close skill gaps and enhance team competence.

 

Organization Structure

  • Contribute to defining an optimal organizational structure for the procurement function to ensure clarity of roles, accountability, and efficient workflow.
  • Ensure seamless coordination between procurement, engineering, logistics, and project teams.

 

Financial Accountability

  • Provide input into the preparation and consolidation of the procurement budget.
  • Monitor actual spending against budget, identify variances, and recommend cost-control measures.
  • Ensure cost-effective sourcing without compromising quality or safety.

 

Policies, Systems, Processes & Procedures

  • Recommend improvements to procurement policies, procedures, and controls to enhance efficiency and compliance.
  • Ensure implementation of the Contracting & Procurement Policy Manual (CPPM) and Contractor Safety Management System.
  • Identify opportunities for continuous improvement using international best practices in procurement and supply chain management.
  • Lead the implementation of ERP systems (e.g., SAP) for materials management and contract setup.

 

Quality, Health, Security, Safety and Environment (QHSSE)

  • Ensure full compliance with HSE regulations and internal safety protocols across all procurement and contracting activities.
  • Implement Contractor Safety Management practices to mitigate risks associated with third-party vendors.
  • Demonstrate visible HSE leadership by enforcing safe procurement decisions and promoting a culture of safety.

 

Requirements:

 

  • Bachelor’s degree in Engineering, Business Administration, Supply Chain, or a related field.
  • Professional Certifications: Accreditation from an international professional body (e.g., MCIPS, CPSM, CPM) is essential.
  • Experience: Minimum 15 years of experience in contracting and procurement, with at least 5 years in the Middle East, including Saudi Arabia.
  • Membership in the Chartered Institute of Procurement & Supply (MCIPS).
  • International work experience in multicultural environments.
  • Experience in EPC project procurement and capital project execution.
  • Knowledge of Saudi Aramco procurement standards and local content regulations.

 

Technical Skills

  • In-depth knowledge of procurement lifecycle, tendering, contract negotiation, and supplier management.
  • Expertise in ERP systems (SAP, Oracle) and contract management platforms (Ariba, Procon).
  • Strong understanding of FIDIC, NEC, or similar contract frameworks.
  • Proficiency in risk assessment, cost analysis, and inventory planning.
  • Familiarity with IKTVA and LCGPA requirements in Saudi Arabia.
