- Responsible for providing site support to develop and execute strategies for regulatory compliance.
- This position fosters good relationships to enhance environmental compliance. Interfaces include Company and Branch HSSE staff, LBU staff, Legal and Communications, Government Affairs, regulatory agencies, government representatives, industry groups, and NGO's.
- This position requires strong leadership skills working with all levels of operational and business management and must often work to achieve consensus among many parties.
- This position effectively manage the air permitting services and strategies for Port Arthur Platform. Functions include managing regulatory and technical support to obtain agency approval and issuance of environmental air permits and authorizations. This position also manages the process for environmental regulatory and emerging issues.
- Operations - Manage, develop, and oversee air permitting (NSR, GHG, and State Permits) and agency authorizations for capital projects related to construction of new units, modifications to existing units, and turnarounds at Port Arthur Platform.
- Financial - Develop air permit applications and make decisions on control technologies and negotiate with regulatory agencies permit conditions to issue permits and authorize project construction. Project capital costs can range from $1.5 billion for grass roots projects. Direct site support for developing and implementing cost effective programs to reduce operational risk and maintain compliance with regulatory requirements.
- Technical - Develop strategies for permitting, source controls, emission reductions, and other strategies to address compliance issues, remove permit constraints, and obtain agency permits and authorizations. Assess new emerging issues for impact to site.
- Critical HSSE Functions : Liaison Officer & Disposal Specialist
Activities
- Develop, implement, and maintain site systems to ensure compliance with all Clean Air Act permits and regulations, and State and Federal regulations affecting the site, such as procedures, guidelines, communication of compliance and reporting tasks to site personnel, tracking of regulatory requirements and reporting.
- Manage preparation, submittal, and negotiation of all NSR, PBR, GHG, Title V, and standard permits for the site.
- Prepare all required notifications relating to permitting activities.
- Effectively communicate changes in permitted conditions to all affected personnel as well as update all training resources.
- Monitor regulatory changes that impact permitting and coordinate communication of regulatory changes with RPA Environmental
- Manage both sites TPDES permits.
- Responsible for preparation and submittal of all air compliance reporting including deviation reports.
- Work with area environmental coordinators to facilitate and maintain routine reasonable inquiry process.
- Verification of release calculations and finalization of required records within regulatory timeframe: steer reports, NRC/SERC/LEPC reporting and follow-up
- Manage external consultants as necessary.
- Follow Corporate systems, procedures, and guidelines.
Candidate Profile
- B.S. in Environmental Science, Engineering or closely related field preferred or B.S. in other field if holding or will obtain a registered professional environmental certification.
- Minimum 2 years of experience in environmental air permitting in the petrochemical and refining industry.
- Broad knowledge of environmental regulations (Federal & State) and HSSE management concepts is essential.
- Extensive knowledge of air regulation is required.
- Strong leadership skills to work with all levels of the company to achieve consensus on key issues.
- Effective communication and interpersonal skills and the ability to work effectively in a team environment are required.
- Ability to be on-call and respond as needed during off-hours.
