Position Description: Construction Manager - Oil & Gas (PEMEX Projects)

Mexico City

Role Overview

The Construction Manager will lead and oversee the fabrication and installation of process equipment for oil and gas projects executed in collaboration with PEMEX. This role ensures construction activities are delivered safely, on time, within budget, and in compliance with PEMEX standards, Mexican regulations, and international industry codes. The manager will act as a key liaison between PEMEX, contractors, and internal project teams to guarantee successful execution and alignment with client expectations.

Key Responsibilities
  • Project Execution
    • Manage construction activities for process equipment fabrication, assembly, and installation on PEMEX-related projects.
    • Develop and monitor construction schedules aligned with PEMEX milestones and contractual obligations.
    • Oversee site mobilization, resource allocation, and daily operations to ensure smooth execution.
    • Manage fabrication oversight by coordinating with fabrication yards and vendors on production priorities, inspection hold points, welding/NDE, dimensional control, preservation, packing, and readiness for shipment. They partner with procurement/expediting to track critical equipment status and remove blockers that impact delivery to site.
    • Lead installation execution for process equipment (static and rotating as applicable), including foundations readiness, rigging/lifting plans, installation tolerances, alignment support, hook-up readiness, punch list management, and turnover preparation. They ensure work is performed in accordance with approved drawings, specifications, ITPs, and applicable codes/standards.
    • Drive quality assurance and control in coordination with QA/QC and discipline inspectors, ensuring contractors meet contractual requirements and that inspections, test records, and turnover dossiers are complete and traceable.
    • Serve as the primary interface between construction contractors, operations/production stakeholders, commissioning, and the project management team by running coordination meetings, resolving field interfaces, and escalating constraints with clear options and impacts.
  • Safety & Compliance
    • Enforce strict adherence to PEMEX HSE requirements and Mexican regulatory standards.
    • Ensure compliance with ASME, API, and other applicable codes.
    • Conduct regular safety audits and coordinate with PEMEX safety representatives.
  • Quality Assurance
    • Supervise fabrication and installation to meet engineering specifications and PEMEX quality standards.
    • Coordinate inspections, testing, and commissioning activities with PEMEX inspectors.
    • Resolve technical issues promptly and implement corrective actions.
  • Stakeholder Coordination
    • Serve as the primary interface with PEMEX project managers and technical teams.
    • Provide regular progress reports and updates to PEMEX and internal leadership.
    • Facilitate communication across engineering, procurement, QA/QC, and subcontractors.
  • Resource & Cost Management
    • Manage construction crews, subcontractors, and site supervisors.
    • Optimize manpower, equipment, and materials to achieve efficiency.
    • Support cost control and budget management in line with PEMEX contractual frameworks.

Qualifications
  • Bachelor's degree in Engineering, Construction Management, or related field.
  • 15+ years of experience in oil & gas construction, with emphasis on process equipment fabrication and installation.
  • Proven experience managing projects with PEMEX or other major national oil companies.
  • Experience on EPC/EPCM projects and brownfield tie-ins; familiarity with mechanical completion/turnover and commissioning interfaces; certifications such as PMP (or equivalent), OSHA/NEBOSH, rigging/lifting qualifications, or inspection/welding exposure (CSWIP/CWI) depending on project needs.
  • Strong knowledge of Mexican regulations, PEMEX standards, ASME, API, and other relevant industry codes.
  • Excellent leadership, communication, and problem-solving skills.
  • Fluency in Spanish and English required.
