What's the role
Shell Ship Management Ltd (SSML) is seeking a motivated and highly organised Crew Personnel Officer to join our Operations team. This is a key role responsible for ensuring our tanker vessels are manned with qualified, competent, and certified seafarers, while upholding the highest standards of safety, compliance, and operational excellence.
As a Crew Personnel Officer, you will manage the end‑to‑end crewing process for assigned vessels, ranging from crew planning and compliance to performance tracking and officer development. You'll work closely with manning offices, vessel Masters, technical managers, and internal stakeholders to ensure safe, efficient, and well‑supported vessel operations.

What you'll be doing
Your main accountabilities will be:
Crew Planning & Coordination
- Develop and manage crew change plans aligned with rotation schedules and technical manager requirements.
- Liaise with manning officers, Fleet Superintendents, and Masters to ensure seamless crew movements.
- Maintain accurate crew lists, manning matrices, and rotation plans.
Documentation & Compliance
- Monitor certification, medicals, tanker endorsements, and flag‑state documentation.
- Ensure full compliance with MLC, STCW, ISM, and Oil Major/TMSA requirements.
- Maintain accurate data in crewing systems and ensure timely reporting.
Officer Retention & Development
- Track re‑joining statistics, monitor contract completion, and support retention initiatives.
- Identify high‑performing officers for promotion and development programmes.
- Support continuity planning for key ranks and oversee probationary assessments.
Fleet GPA (General Performance Assessment)
- Track GPA indicators and compile performance summaries.
- Support investigations, PDPs, and disciplinary processes when required.
- Collaborate with Fleet Development Officers to identify trends and improvement plans.
Coordination & Reporting
- Act as primary liaison between vessels, manning offices, and technical managers.
- Prepare periodic reports on crew status, compliance, and performance.
- Support MLC, flag, and Oil Major audits with documentation and data.
Crew Welfare & Support
- Provide guidance on employment conditions, welfare matters, and rotation arrangements.
- Conduct pre‑joining briefings for new officers and follow up on grievances and incidents.
What you bring

In addition, the following skills and attributes would be advantageous:
- A solid understanding of MLC 2006, STCW, ISM Code, and flag state requirements, or a strong willingness to develop this knowledge.
- Experience with matrix compliance processes and crewing systems, or the ability to learn new systems quickly.
- Strong analytical, reporting, and data‑driven skills, including familiarity with GPA/KPI frameworks.
- Clear and confident English communication skills, both written and verbal.
